A practical guide to understanding what the buyer really wants and how to build a winning response.

This isn't just about workwear

When you look at a framework like this, it's easy to focus on the tangible items: workwear, shirts, worsted wool.

But if I were in your shoes, I'd dig deeper.

Leidos Supply Ltd isn't just buying clothing.

They're looking for reliability, consistency and a partner who can deliver to the UK Ministry of Defence without a hitch.

That's what this framework is really about.

The contract is about supplying workwear garments for the UK MoD under the logistics commodities and services transformation (LCS(T)) Delivery partner contracts.

The estimated value ranges significantly, from £20,936,000 to £52,340,000, over five years.

But remember, there's no guarantee of business.

Understand the framework's structure

This isn't a single contract.

It's a framework agreement.

That means you're competing for a place on the list of approved suppliers.

Once you're on it, you can compete for individual call-off contracts.

These are the specific orders that come through over the framework's duration.

So, winning a place is your first goal.

Winning call-offs is your second.

Think about what the Defence Clothing Team needs

The Defence Clothing Team isn't just interested in the clothes themselves.

They're interested in the supply chain.

Consistency over five years.

From my experience, they'll want to know:

  • Can you deliver consistently over the full term?
  • How reliable is your supply chain?
  • Can you adapt to changing demands?
  • Will your quality remain high throughout?

These are the questions I'd keep in mind as I write my submission.

Pay attention to what they say

The notice is clear about the importance of reliability.

Leidos Supply Ltd is part of Team Leidos, delivering contracts on behalf of the UK MoD.

This framework is part of a major transformation project.

Their emphasis on logistics commodities and services transformation tells you what they value.

They want seamless delivery without disruption.

That's where your focus should be.

Don't get distracted by the value

Yes, the framework's estimated value is eye-catching.

Up to £52,340,000 is a significant sum.

But remember, this is the total ceiling across all suppliers over five years.

It doesn't mean you'll see that full amount.

So, focus on how you can stand out and win the call-off contracts that come through.

Evidence always beats promises

This is where many bidders trip up.

They promise the world but offer little proof.

If you've got evidence of past performance, use it.

Examples might include:

  • Case studies of previous contracts
  • Testimonials from clients
  • Performance metrics from similar frameworks
  • Certifications and quality standards met

Demonstrate that you're not just talking the talk.

Consistency is key

Over a five-year term, consistency is everything.

It's not just about winning a place on the framework.

It's about maintaining standards throughout.

I'd want to see exactly how you manage staffing, handle fluctuations in demand and ensure quality control.

Your submission should outline your processes for:

  • Staff recruitment and retention
  • Quality inspections
  • Managing supply chain disruptions
  • Addressing issues swiftly

Remember the real users

This isn't just about delivering to Leidos.

Ultimately, you're serving the UK MoD.

The people wearing the workwear are serving their country.

I'd keep this in mind as I write my submission.

Your solutions need to be practical, durable and reliable.

Common mistakes

Avoid submissions that:

  • Overpromise without evidence
  • Focus too much on the products, not the logistics
  • Ignore the importance of reliability and consistency
  • Fail to address how you'll handle supply chain issues
  • Neglect the end users' needs
  • Lack a clear plan for managing demand fluctuations
  • Assume the framework value is guaranteed revenue

My Final Thoughts

If I were evaluating bids for this framework, I'd be looking for a partner, not just a supplier.

Someone who can deliver consistently and reliably over five years.

The value is significant, up to £52,340,000, but the real opportunity lies in the call-off contracts.

With a framework spanning five years, showing how you'll maintain standards over the long term is crucial.

Quality and logistics transformation are at the heart of this tender.

Make sure your submission reflects that.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
