And lastly, delivery methods and palletisation must align with specified requirements.

Missing these details could cost you a place on the framework.

Don't overlook the framework structure

This isn't a contract to supply immediately.

It’s an opportunity to secure a place on a list for future orders.

Bidders compete in a mini-competition to get on the framework.

Once you're on, work is awarded through call-offs that could be direct or through further competition among framework suppliers.

Understanding this structure is crucial.

Be ready for direct awards and further competition

Winning a spot on the framework is just the start.

For direct awards, make sure you're easy to find, known for reliability and competitively priced.

For further competition, be prepared to respond quickly with compelling offers.

Both scenarios demand readiness and strategic pricing.

Consider your lot strategy

There are two lots, and it's tempting to go for both.

But I'd focus on where I genuinely have the strongest offer.

Whether it's branded or generic products, ensure your bid aligns with the specific expectations of each lot.

My Final Thoughts

In essence, Hertfordshire County Council is seeking a partner for the long haul, not just a supplier of paper products.

With a framework value of up to £20.8 million and a term from January 2027 to January 2031, it's about being their go-to provider.

Quality and flexibility will be your winning cards, especially when each lot has its own distinct requirements.
