A practical guide to understanding what the buyer really wants and how to build a winning response.

Don't underestimate the human element

At first glance, this tender is about electrical inspections.

But it's really about trust and safety for the residents of Cadder Housing Association.

Yes, you'll be conducting EICR’s across various addresses in North Glasgow.

But the real focus is on ensuring every single home is safe and compliant for the people living there.

That's what I'd emphasise.

Think about what residents worry about

When I think about the residents, I imagine they want peace of mind.

They want to know their homes are safe and that any electrical issues will be handled promptly.

If I were writing this bid, I'd address:

  • How you'll minimise disruption during inspections
  • Your communication plan for keeping residents informed
  • How quickly and efficiently you'll address urgent issues

Remember, you're there to make their lives easier and safer.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

If you have evidence, use it.

For this contract, I'd gather:

  • Testimonials from similar projects
  • Case studies demonstrating your ability to complete inspections on time and on budget
  • Data showing your track record in maintaining safety and compliance

Pay attention to what they say

Cadder Housing Association is clear about their priorities.

They need a contractor who can handle various addresses over three years.

With this in mind, I'd focus on:

  • How you'll manage scheduling to cover all locations
  • Your process for documenting and reporting results
  • The systems you'll use to ensure nothing falls through the cracks

Detail how you'll maintain consistency and quality throughout the entire contract duration.

Don't just talk about inspections. Talk about reliability.

Every electrical contractor can conduct inspections.

Cadder Housing Association already expects that.

What they'll really be asking themselves is:

  • Will this contractor meet our scheduling needs?
  • Can they provide consistent quality across all sites?
  • Will they be responsive to our needs and those of our residents?

That's what I'd build my submission around.

Show how you'll make life easier for Cadder Housing Association

This is something I think suppliers often overlook.

Every contract creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd be explaining how my management processes make life easier for housing association staff.

One thing I'd keep reminding myself

At the heart of this tender are real people living in the homes you'll be inspecting.

I'd keep that in mind with every answer I write.

Ask yourself, "How does this decision make life safer or more convenient for residents?"

That's the lens through which to view every part of your submission.

Common mistakes

Avoid submissions that:

  • Ignore the human impact of your work
  • Rely solely on generic promises without evidence
  • Overlook the importance of clear communication with residents
  • Fail to detail how you'll manage multiple sites effectively
  • Neglect to demonstrate how you'll uphold standards over the contract term
  • Underestimate the importance of responsiveness and reliability

My Final Thoughts

Cadder Housing Association is not just looking for a contractor to perform electrical inspections.

They're seeking a partner who understands the importance of safety and reliability in their residents' homes.

This contract, spanning three years, is an opportunity to demonstrate your ability to deliver consistent quality across various sites.

While price will always be a consideration, the emphasis here is on trust and peace of mind.

That's what I'd focus on in my submission.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
