A practical guide to understanding what the buyer really wants and how to build a winning response.

This isn't just about vinyl and adhesive

When I first glanced at this tender, I realised it's much more than applying decals to police vehicles. Devon and Cornwall Police are looking for a partner who can ensure that every vehicle in their fleet, from cars to boats, carries its livery with precision and pride. And it's not just about the aesthetics. It's about compliance with the Home Office standards and the unique requirements of each Force.

The contract covers the design, supply, application and removal of vehicle livery for a wide array of police vehicles, including cars, vans, motorcycles and even boats. The successful bidder will need to provide both standard and bespoke livery, adhering to specific Home Office and Police Vehicle Livery Specifications.

Understand the importance of compliance

Compliance is not just a word here. It's the backbone of this contract. The notice specifies multiple Home Office Scientific Development Branch codes, and these are not optional. If I were evaluating bids, I'd be laser-focused on how well you understand these standards.

Your response should clearly demonstrate your familiarity with each specification. Evidence previous work where you've adhered to these standards. Provide examples of past projects with similar requirements. This is where you can differentiate yourself from those who only promise compliance without proof.

Think about the operational challenges

Applying vehicle livery isn't a one-off task. It involves ongoing operations. Vehicles will be in constant use, and the police can't afford downtime. Think about how you will manage your operations to minimize disruption.

Discuss your approach to scheduling and flexibility. How will you handle urgent requests or last-minute changes? Include details of your team’s experience in managing similar challenges. This will reassure the buyer that you can keep their fleet operational without delays.

Remember the regional collaboration

This contract isn't just for one police force. It's a collaborative effort across multiple regions. Each force might have its own specific needs and expectations. Your bid should address how you will manage these varying requirements effectively.

Talk about your experience in dealing with multi-site contracts. How will you ensure consistency across all locations? Demonstrating your ability to manage this complexity will be key. It's about showing you can provide a uniform service across diverse regions.

Evidence always trumps promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver excellent service. Very few proved it. Evidence always beats promises.

Include case studies, testimonials and performance metrics from previous contracts. If you've worked with police forces before, highlight this experience. If not, focus on contracts with similar compliance and operational demands. Concrete evidence will help your bid stand out.

Pay attention to what they say

The notice is clear about the application of both standard and bespoke livery, and the inclusion of Force Crests and bespoke designs. This means creativity and attention to detail are equally important.

Explain your design process. How do you ensure that bespoke designs meet the client's needs while still adhering to compliance standards? Use examples of past bespoke projects to illustrate your capabilities. They want innovation that doesn't compromise on regulation.

Don't underestimate the importance of removal

The removal of livery is just as important as its application. This aspect often gets overlooked, but it's crucial for maintaining the fleet's professionalism and readiness.

Detail your process for safe and efficient removal. How do you prevent damage to the vehicle? What methods do you use to ensure complete removal without leaving residue? Addressing this clearly will show you're thinking beyond just applying the livery.

Consistency is the hardest thing to deliver

Over a contract term that runs until 2031, maintaining standards and consistency is vital. I'd want to see how you plan to sustain quality over such a long period.

Discuss your approach to training, quality control and regular reviews. How do you ensure your team stays up-to-date with the latest standards and techniques? Consistency in delivery is often what separates good suppliers from great ones.

One thing I'd keep reminding myself

Always remember the end users: the police officers and staff relying on their vehicles to be ready, clear and compliant every day. They need to focus on their duties, not worry about whether their livery is correctly applied or visible.

When writing your bid, keep asking: "How does this make their job easier?" If you can answer that, you'll be aligning with what the buyer truly values.

Common mistakes

Avoid submissions that:

  • Ignore the specific Home Office standards
  • Fail to provide evidence of past compliance
  • Overlook the importance of livery removal
  • Assume one-size-fits-all for regional collaboration
  • Lack a clear plan for maintaining consistency
  • Skip over the operational impact of downtime
  • Neglect to address bespoke design capabilities

My Final Thoughts

Devon and Cornwall Police, along with their regional partners, are investing £1,200,000 in this contract for a reason. They need a partner who will ensure their fleet is not just compliant but operationally ready every day. The contract runs until 2031 and that long-term commitment speaks volumes about their need for consistency and reliability.

Quality might carry significant weight in this tender. If I were writing the submission, I'd focus on showing how my team can deliver outstanding results not just in the first year, but every year of this contract.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
