A practical guide to understanding what the buyer really wants and how to build a winning response.

Understand the Strategic Importance

This isn't just about analysing waste.

It's about shaping the future of waste management for the Liverpool City Region.

Merseyside Waste Disposal Authority (MWDA) is looking for insights to guide their Future Waste Services programme.

They need a partner who understands the strategic vision of reducing waste and carbon emissions.

The waste composition study will inform how MWDA manages household waste across six Local Authority areas.

That's what they're really buying.

Think Beyond the Data

You're not just delivering data.

You're providing insights that will shape policy and infrastructure for years to come.

Most bidders will focus on the mechanics of data collection and analysis.

But I'd focus on how those insights can drive change.

Make it clear how your findings will support the MWDA and the Districts in improving local waste collection services.

Remember the People Behind the Numbers

This study affects real communities.

Halton, Knowsley, Liverpool, St Helens, Sefton and Wirral — these are places where people live and work.

Your analysis will impact how waste is managed in these communities.

I'd want to show that I understand the local context and how my work will benefit these areas.

Pay Attention to What They Say

MWDA's documents are clear about their priorities.

Reducing waste and carbon emissions is at the core of the LCR and MRWA Zero Waste Strategies.

They're not just looking for data.

They're looking for partners who can contribute to these strategic goals.

Your submission should highlight how you'll support these objectives.

Evidence Always Beats Promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver excellent service.

Very few proved it.

If you have evidence, use it.

  • Case studies from similar projects
  • Testimonials from previous clients
  • Examples of how your work has informed strategic change

This is what will set you apart.

Show How You'll Make Life Easier for MWDA

This is something suppliers often overlook.

Every contract creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd be explaining how my processes make life easier for MWDA.

Consistency is Key

The contract runs from March to October 2027.

That's a tight timeframe.

You'll need to demonstrate how you'll maintain quality and consistency throughout the entire period.

I'd want to see exactly how you'll manage resources, ensure accuracy and deliver timely reports.

One Thing I'd Keep Reminding Myself

This study is about more than just waste.

It's about contributing to a larger vision for sustainable waste management.

Every part of your response should reflect this understanding.

Ask yourself, "How does this help MWDA and the Districts achieve their strategic goals?"

Common mistakes

Avoid submissions that:

  • Focus solely on data collection without addressing strategic insights
  • Ignore the importance of reducing waste and carbon emissions
  • Fail to demonstrate understanding of the local context
  • Overlook the need for consistency throughout the contract duration
  • Lack evidence to support claims of quality and expertise
  • Neglect to show how you'll make life easier for MWDA
  • Provide generic responses that don't reflect the specific needs of this contract

My Final Thoughts

MWDA is looking for more than just a contractor to analyse waste.

They're looking for a partner in their strategic journey towards zero waste and reduced carbon emissions.

With a contract value of £250,000 and a duration from March to October 2027, there's significant emphasis on quality and insights.

That's what the weighting means for your written submission.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
