When I look at a tender like this, I focus on what the buyer keeps emphasising.

IDS isn't just looking for someone to manage water hygiene.

They're looking for a partner who can ensure the safety and well-being of residents across 1,500 properties.

In nine London boroughs.

The contract involves Legionella risk assessments, routine water hygiene monitoring, tank inspections, and compliance with numerous standards like ACoP L8 and BS 7592:2022.

It's not just about ticking boxes.

It's about peace of mind for every resident.

Think about the people living in those homes

Behind every technical requirement, there are real people.

Families who expect clean and safe water.

If I were writing this tender, I'd be explaining how my team ensures that water safety directly translates to resident safety.

I'd mention how we communicate any risks or issues promptly and clearly.

I'd want to see a detailed plan showing how you'll manage coverage.

Pay attention to what they mention twice

The notice emphasises "adequate resourcing" and "geography" more than once.

That's a hint.

IDS needs to know that you can handle their widespread housing stock.

That you won't be overwhelmed.

So, I'd focus on demonstrating my capacity.

Showcase your team's experience with similar contracts.

Highlight any past projects that involved multi-site operations.

Show how you'll manage the contract over the full term

Consistency is key.

It's not just about starting strong.

It's about maintaining standards from January 2027 to January 2030.

And potentially beyond.

Think about:

  • How you'll handle staff absences or turnover
  • Your plan for regular training updates
  • How you'll integrate feedback into ongoing improvements

I'd want to see exactly what happens if someone calls in sick.

Or if a new regulation comes into play.

One thing I'd keep reminding myself

At the heart of this tender are 1,500 homes.

Real lives.

If I were you, I'd keep asking, "How does this decision impact the residents?"

That's the lens through which IDS will view your submission.

It's not just about water hygiene.

It's about ensuring that every resident feels safe and looked after.

Common mistakes

Avoid submissions that:

  • Assume compliance alone is enough to win
  • Focus solely on technical details without considering resident impact
  • Fail to address the logistical challenges of covering nine boroughs
  • Overlook the need for robust evidence of past compliance
  • Ignore the emphasis on resourcing and geography
  • Lack a detailed plan for maintaining standards over the contract duration

This means your written submission must be strong.
