Yes, you’re providing care to working age adults, but the framework is focused on ensuring those services meet a range of complex needs.

The contract covers three lots: Learning Disabilities (including Autism), Mental Health and Physical Disabilities.

Think beyond the care itself.

Think about the regional impact.

Think about the people you're serving

When you're dealing with working age adults, you're not just providing a service.

You're impacting lives.

These individuals may have learning disabilities, mental health needs or physical disabilities.

Each group has distinct needs.

Your response needs to reflect an understanding of these nuances.

I'd want to see evidence of how your service adapts to the specific needs of each client group.

How do you support individuals in a way that promotes their independence and dignity?

That's the kind of detail that will set you apart.

Don't just say you can do it. Prove it.

Evidence always beats promises.

It's easy to say you deliver excellent care.

But what evidence do you have?

I'd think about including:

  • Testimonials from current service users or their families
  • Case studies showing successful outcomes
  • Performance metrics from your existing services
  • Compliance records with Care Inspectorate Wales

These are the things that will add weight to your submission.

Pay attention to what they say about location

The Authority has been clear.

Proximity is important.

To be considered, you must either have an existing care home within the region or plan to establish one within 12 months.

That means you need to demonstrate concrete plans.

Are you securing premises?

Have you begun the process of obtaining planning permission?

These are the questions they'll be asking.

Remember, this is a framework, not a contract

Winning a place on this framework is just the first step.

It doesn't guarantee work.

You'll be in a position to compete for call-off contracts over the framework's life, which could run until 2032.

Keep in mind, though, that the framework is open to refreshes.

That means new suppliers could join at intervals.

Staying competitive and proving your value will be ongoing tasks.

Don't get distracted by the headline value

£470 million sounds like a lot.

But remember, it's spread across multiple suppliers and over several years.

Your focus should be on what you can realistically deliver.

Choose the Lots that align with your strengths.

It's better to excel in one area than to spread yourself too thin across all three.

Show your commitment to the region

One thing that's clear is the importance of regional commitment.

They want to see that you're prioritising placements from across West Wales.

How do you plan to integrate into the community?

Are you working with local partners or organisations?

These are the areas I'd focus on to demonstrate your commitment.

Keep standards consistent over the long haul

Consistency is key.

This framework could run up to six years.

How will you ensure the quality of care remains high throughout?

Think about:

  • Staff recruitment and retention strategies
  • Training and development programs
  • Regular performance reviews and inspections

These are the things that will reassure the council that you can maintain high standards over time.

One thing I'd keep reminding myself

Ultimately, this is about providing care that makes a difference in people's lives.

Every answer I write should pass one test.

Does it show how my service will improve the lives of working age adults with specific needs?

That's the heart of this framework.

Common mistakes

Avoid submissions that:

  • Ignore the need for regional presence or plans to establish it
  • Overpromise without providing evidence
  • Fail to address the distinct needs of each client group
  • Spread resources too thin across all Lots
  • Lack a clear business plan for new service establishment
  • Neglect ongoing training and development for staff
  • Overlook the importance of local community integration

Carmarthenshire County Council and its partners are looking for more than just care.

They want a structured and consistent approach across West Wales.

With a total value of £470 million over a potential six-year term, it's a substantial opportunity.

But remember, the framework is open to refreshes.
