A practical guide to understanding what the buyer really wants and how to build a winning response.

It's Not Just About Accommodation

When I first looked at this tender, one thing jumped out.

Oxford City Council isn't just buying accommodation.

They're looking for a partner who can genuinely support people with complex needs.

That's a big difference.

If you focus solely on housing, your response will sound like every other bidder.

What they need is someone who understands the depth of support required.

This contract is about providing a comprehensive support service for individuals experiencing homelessness.

It's about addressing the whole person, not just their housing situation.

Think About the People Behind the Numbers

Behind every statistic is a person with a story.

A person facing homelessness often has multiple needs.

Mental health issues, substance misuse or past trauma.

These aren't just challenges. They're barriers to stability.

If I were crafting this bid, I'd focus on the human stories.

How your services can transform lives.

How you can engage with individuals meaningfully.

How you build trust with those who've been let down before.

Don't Just List Services. Show Outcomes.

Many bidders will list services.

Accommodation, counselling, health support.

But Oxford City Council wants more than a list.

They want to see the outcomes your services deliver.

How do you measure success?

What does a successful intervention look like?

Evidence always beats promises.

Show them real examples of lives changed through your services.

Evidence Always Carries More Weight Than Promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

If you have evidence, use it.

Consider including:

  • Case studies that demonstrate transformative support
  • Testimonials from service users and partners
  • Data showing improved outcomes over time
  • Awards or recognitions in your field

Pay Attention to What They Say

The Council has made it clear.

They need a service that offers "intensive, tailored support".

This isn't a one-size-fits-all solution.

Your response should reflect the bespoke nature of your approach.

They've emphasised the importance of flexibility and adaptability.

How does your team respond to changing needs?

What processes do you have in place for continuous improvement?

Show How You'll Make Life Easier for the Council

This is something I think suppliers often overlook.

Every contract creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd be explaining how my management processes make life easier for Oxford City Council.

How do you streamline communication?

How do you ensure timely reporting?

How do you handle issues before they escalate?

Consistency is Key Over the Whole Term

One thing you need to keep in mind is the consistency of service delivery.

This contract could extend to 2032.

That's a long commitment.

How do you maintain high standards year after year?

Consider:

  • How you recruit and retain skilled staff
  • Your strategies for managing staff absence or turnover
  • Regular performance reviews and quality checks
  • How you incorporate feedback to improve services

Remember Who You're Trying to Convince

Ultimately, this tender isn't just about meeting specifications.

It's about convincing the Council that you're the right partner.

Someone who understands the complexity of homelessness.

Someone who sees the individual, not just the issue.

Someone who can make a real difference in people's lives.

This contract is valued at £1,666,667 over two years, with the option to extend to 2032.

Quality is likely to weigh heavily in the evaluation.

That's what I'd focus on in my written submission.

Common mistakes

Avoid submissions that:

  • Focus solely on providing accommodation
  • Lack evidence of successful outcomes
  • Ignore the need for tailored, individual support
  • Fail to demonstrate flexibility and adaptability
  • Overlook the importance of consistent service delivery
  • Neglect to show how your service reduces the Council's workload
  • Provide generic responses without local context

My Final Thoughts

What Oxford City Council is really looking for is a partner who can transform lives.

They want to see a deep understanding of the complex needs of individuals experiencing homelessness.

This contract, valued at £1,666,667, runs from March 2027 to March 2029, with potential extensions.

The focus is on quality and the ability to deliver real outcomes.

That's where your submission should shine.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
