A practical guide to understanding what Coventry City Council really wants and how to build a winning response.

The true focus isn't just accommodation

When you first read this tender, you might think it's all about providing housing.

But it's not.

Coventry City Council is seeking a partner who can truly support domestic abuse survivors on their journey to stability.

The contract covers supported accommodation for survivors, working alongside existing Housing Related Support providers. Your role will be to enhance the Council's homelessness prevention offer. That's the real goal.

Think beyond four walls

If I were evaluating bids, I'd be looking for how well you understand the needs of survivors.

Yes, accommodation is important.

But healing, safety and empowerment are the outcomes the Council wants.

I'd focus on how your service provides emotional and practical support, not just a roof over their heads.

Don't promise. Prove.

Evidence always beats promises.

I'd include specific examples of how you've successfully supported domestic abuse survivors in the past.

  • Case studies of past successes
  • Testimonials from service users
  • Data showing improved outcomes for survivors
  • Staff qualifications and training in domestic abuse support

These concrete examples will set your bid apart.

Remember the people you’re helping

It's easy to get caught up in the logistics.

But remember who you're trying to help.

Survivors of domestic abuse are navigating complex emotional and practical challenges.

Show empathy and understanding in your response.

Explain how your team will support survivors in rebuilding their lives, not just housing them temporarily.

Pay attention to what they say

Coventry City Council isn't just looking for any provider.

They want someone who can "enhance our homelessness prevention offer."

This means they're looking for innovative approaches to support survivors beyond traditional methods.

Consider how your approach can complement and strengthen the existing Housing Related Support services.

Consistency over the contract term

Delivering consistent support over the contract's duration is crucial.

I'd want to see how you'll manage staffing, training and service quality over the full term from February 2027 to January 2030.

  • Plans for staff continuity and training
  • Mechanisms for regular performance reviews
  • Strategies for adapting to changing needs over time

Coordination with existing services

You'll be working alongside the current Housing Related Support providers.

I'd explain how you'll coordinate and collaborate with these existing services to create a seamless support pathway for survivors.

This is about teamwork and integration, not just standalone service delivery.

Demonstrate value for money

The contract value is £600,000.

Coventry City Council will be looking for value for money, but they're not just after the cheapest option.

Show them how your service delivers high-quality support within the budget.

Explain how your approach offers economic and social value, benefiting both the Council and the survivors.

Common mistakes

Avoid submissions that:

  • Focus solely on housing provision without addressing survivor support
  • Lack evidence of past successes in similar contexts
  • Fail to show empathy and understanding of survivors' needs
  • Overlook the importance of coordination with existing services
  • Neglect to explain how service quality will be maintained over three years
  • Ignore the Council's aim to enhance their homelessness prevention offer
  • Do not demonstrate value for money or innovative approaches

My Final Thoughts

Coventry City Council isn't just buying a service.

They're seeking a partner to help domestic abuse survivors rebuild their lives.

With a contract value of £600,000 spread over three years, the emphasis is on delivering quality support, not just meeting a budget.

Quality service provision will matter more than price.

That's what I'd focus on in my submission.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
