Don't overlook the "Alternative" in Alternative Provision

When I see a tender for Alternative Provision, I think about what makes it different from mainstream education.

It's not just about teaching.

It's about meeting specific needs that mainstream schools can't address.

Hull City Council is looking for providers who understand this distinction.

The contract covers services split into 7 lots, with an annual value of £4,840,108. It's a significant investment in the education and support of young people who need different approaches.

If I were evaluating bids, I'd be looking for providers who can demonstrate how their services are truly alternative, not just supplementary.

Think about the young people

The end users here are young people who, for various reasons, don't fit into the conventional schooling system.

They might be dealing with behavioural issues, mental health challenges or learning difficulties.

If you're bidding, you'll need to show how you understand these challenges.

But more than that, how your services make a real difference to these young people's lives.

Consider what they worry about and how your service alleviates those worries.

Evidence always beats promises

One thing I noticed when I worked in the public sector was the power of evidence over promises.

Everyone can promise a great service.

But few prove it.

Hull City Council will want to see evidence of past success in similar settings.

Think about providing:

  • Testimonials from previous clients or stakeholders
  • Measurable improvements in student behaviour or performance
  • Staff qualifications and experience in similar environments

It might sound basic, but you'd be surprised how many bidders get caught out by missing documents or unchecked boxes.

It's about value for money.

Hull City Council is looking for quality alternative provision.

Show them how your approach delivers that value.

The contract runs from 1 September 2027 to 31 August 2029, with potential extensions to 30 August 2031.

That's a long time to maintain service quality.

I'd want to see exactly how you're planning to sustain high standards over the whole term.

Think about staff recruitment, training, retention and how you'll handle unexpected absences.

Make life easier for the council

Every contract creates work for the client.

The best providers reduce that workload.

If I were writing this tender, I'd be explaining how my processes make life easier for Hull City Council.

Show them how you'll communicate effectively, manage issues proactively and report transparently.

Stand out from other bidders

Most bidders will talk about their teaching methods or facilities.

What will set you apart is your understanding of the unique needs of alternative provision.

And how your service supports those needs better than anyone else.

Make that the heart of your submission.

Avoid submissions that:

  • Lack evidence of past success in alternative provision
  • Fail to address the specific needs of the end users
  • Overlook the importance of compliance with submission requirements
  • Focus solely on price rather than value
  • Neglect to demonstrate how they'll maintain quality over the contract term
  • Don't provide clear plans for staff recruitment and retention
  • Ignore the council's need for effective communication and issue management

They're investing in the future of young people who need support outside of mainstream education.
