A practical guide to understanding what the buyer really wants and how to build a winning response.

The real focus isn't just asbestos removal

When you read through this tender, it's tempting to think it's all about asbestos removal.

But Home Group is looking for long-term partners who can manage the entire process — from surveys to analytical services to removal and reinstatement.

The framework covers a wide range of services: management surveys, refurbishment and demolition surveys, re-inspection surveys, air monitoring, laboratory analysis and both licensed and non-licensed asbestos removal works.

Plus, reinstatement remedial works.

Think about what Home Group really needs

Home Group manages both domestic and commercial properties.

So they need partners who understand the complexities of working in occupied properties.

If I were evaluating bids, I'd want to see evidence that you can deliver services without disrupting tenants and businesses.

Pay attention to what they say

The framework aims to appoint two service providers per Surveying & Analytical regional lot and one Removals contractor per regional lot.

The Rank 1 contractor will be the one who submits the highest scoring tender submission.

This is a competitive process.

Home Group is clear that quality matters.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

If you have evidence, use it.

  • Testimonials from previous clients
  • Case studies of similar projects
  • Performance data showing high standards
  • Accreditation and certifications

Hold standards over the whole term

Consistency is key in frameworks like this.

It's not just about winning a place on the list.

It's about maintaining high standards for up to five years, or even six if extended.

I'd want to see exactly how you manage staff absence, annual leave and recruitment.

And how you ensure quality remains consistent across the board.

Show how you'll make life easier for Home Group

Every contract creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd be explaining how my management processes make life easier for Home Group.

How you plan to communicate effectively.

And how you can respond quickly to urgent requests.

Don't underestimate the importance of regional lots

This framework is divided into regional lots.

Home Group will appoint contractors based on specific regions.

Focus your bid on regions where you genuinely have the capacity and expertise.

Overreaching can be a risk.

Direct award versus mini-competition

Winning a place on this framework means you're eligible for call-offs.

But remember, call-offs can be direct awards or through further competition.

For direct awards, make it clear why you're the obvious choice.

For further competitions, be ready to respond quickly with tailored proposals.

One thing I'd keep reminding myself

Every property managed by Home Group is someone's home or place of work.

Every decision you make in your bid should consider the impact on the people who live or work there.

That's what I'd build my submission around.

Common mistakes

Avoid submissions that:

  • Overlook the importance of minimising disruption in occupied properties
  • Fail to provide evidence of past performance and standards
  • Stretch their resources too thin across too many regional lots
  • Ignore the need for clear communication and quick response times
  • Assume that winning a place guarantees work without further effort
  • Don't address how they will maintain quality over the entire term

My Final Thoughts

Home Group isn't just buying asbestos services.

They're investing in reliability and quality management over the long term.

With £5,000,000 at stake and a duration of up to six years, this framework is a significant opportunity.

Remember, quality carries weight in this process.

That's where your written submission should shine.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
