A practical guide to understanding what the buyer really wants and how to build a winning response.

Think about what NPH is really buying

When I look at this tender, I see a clear message.

Northamptonshire Partnership Homes isn't just buying asbestos surveys.

They're buying peace of mind for their residents and staff.

The contract covers a wide range of services: management surveys, refurbishment and demolition surveys, re-inspection surveys, sampling, bulk sample analysis and emergency surveys.

It's about safety, compliance and trust.

If your response only talks about survey methodology, it will blend into the background.

Focus on how your work protects people and property.

Understand the importance of communication

One thing that stands out in this tender is the emphasis on managing access and liaising with residents.

That's not a small detail.

If I were evaluating bids, I'd be looking for a contractor who shows empathy and professionalism in every interaction.

Residents might be anxious about asbestos in their homes.

Reassurance and clear communication are key.

Describe how your team will handle these sensitive situations.

Pay attention to what they say

There's a strong focus on responsiveness and minimising disruption.

NPH explicitly states the need for urgent attendance if asbestos is disturbed or damaged.

That tells you something about their priorities.

Your submission should clearly outline how you manage emergency calls and ensure swift action.

I'd include real examples of how you've handled urgent situations in the past.

Evidence always beats promises

You might say you deliver excellent service.

But can you prove it?

Evidence always carries more weight than promises.

Back up your claims with:

  • Case studies of similar work with housing associations
  • Testimonials from satisfied clients
  • Data on response times and outcomes
  • Certifications and accreditations relevant to asbestos surveying

That's what I'd build my submission around.

Don't forget about data management

NPH wants all survey data and reports provided electronically.

That's not just a technical requirement.

It's about supporting the management of asbestos risks and maintaining their asbestos register.

Explain how your systems make this seamless.

Detail your electronic reporting capabilities and how they integrate with client systems.

Show how you'll maintain standards

Delivering a consistent service over the contract's term is crucial.

Think about staffing, training and quality control.

I'd want to see exactly what happens when someone calls in sick.

How do you ensure continuity and maintain standards?

Consider annual leave, recruitment and performance reviews.

Consistency is the hardest thing to deliver.

One thing I'd keep reminding myself

This contract is about more than just compliance.

It's about the people living in those homes.

Every survey impacts their sense of safety and wellbeing.

I'd keep asking myself, "How does this decision affect the residents?"

That perspective can guide your entire approach.

Common mistakes

Avoid submissions that:

  • Focus solely on technical processes without considering resident impact
  • Fail to provide concrete examples of handling emergencies
  • Overlook the importance of electronic data management
  • Lack evidence of past successful projects in similar environments
  • Ignore the emphasis on professional liaison with residents
  • Underestimate the challenge of maintaining standards over the contract term

My Final Thoughts

Northamptonshire Partnership Homes is looking for more than technical compliance.

They want partners who understand the human side of asbestos surveying.

This contract, valued at £800,000 and running from January 2027 to December 2029 (extendable to 2030), is split between two contractors.

That means quality matters as much as price.

Your written submission is your chance to show you’re the right partner.

Focus on responsiveness, communication and evidence.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
