A practical guide to understanding what the buyer really wants and how to build a winning response.

Don't just serve food. Serve a mission.

Yes, this is about catering services.

But if I were Educo, I'd be looking for a partner who understands the broader mission.

The Bourne Education Trust isn't just feeding students.

They're offering a meal service that aligns with the School Food Plan and Food for Life Silver Standards.

The contract covers providing meals to pupils, staff and visitors during term time.

A good standard of presentation and an efficient service are essential.

But the real focus is on quality produce and nutritional balance.

The people you're really serving

Think about the end users.

Students, teachers and staff.

They need meals that are not only nutritious but also appealing.

Consider what will keep students eager to return for lunch every day.

If I were evaluating bids, I'd be looking for ideas that go beyond the basics.

Engagement with students to understand their preferences could be a winner.

Most bidders will focus on logistics

Many will talk about the mechanics—how they'll provide meals or source ingredients.

But they'll miss the bigger picture.

This is about integrating your service into the educational environment.

Highlight how your approach complements the Trust's educational mission.

That's what will set you apart.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder promised excellence.

Few proved it.

Evidence is key.

Consider providing:

  • Testimonials from similar education settings
  • Case studies showing successful implementation of nutritional standards
  • Data on student satisfaction and meal uptake

Efficiency isn't just speed

While the Trust seeks an efficient service, they also want quality and presentation.

Efficiency here isn't just about speed.

It's about maintaining high standards without compromise.

I'd want to see a plan outlining how you'll achieve this balance.

Pay attention to what they say

The Trust has been specific.

They want menus that meet the School Food Plan and Food for Life Silver Standards.

Quality produce is a must.

This isn't a box-ticking exercise.

Show how you'll meet and exceed these standards.

Explain your sourcing strategies and how you ensure nutritional balance.

Holding standards over the whole term

Three years can be a long time in catering.

The Trust will want assurance that standards won't slip.

Think about how you will maintain consistency.

Consider staffing plans, training and quality checks.

I'd be looking for details on how you'll manage staff turnover and ensure continuous improvement.

One thing I'd keep reminding myself

Remember, you're affecting daily life for students and staff.

Every meal is an opportunity to support their wellbeing and learning.

If I were writing this tender, I'd test every answer with this question:

"Does this improve the students' and staff's day?"

Common mistakes

Avoid submissions that:

  • Focus solely on cost rather than value
  • Overlook the importance of nutritional standards
  • Fail to show evidence of past success
  • Ignore the need for good presentation
  • Assume speed is the only measure of efficiency
  • Lack a plan for long-term consistency
  • Underestimate the significance of student engagement

My Final Thoughts

Educo is looking for more than just a catering service.

They want a partner who understands the importance of quality and nutrition in an educational setting.

With a contract value of £21,083,550 over three years, potentially extending to five, there's a significant opportunity here.

Quality and efficiency are vital, but understanding the Trust's mission is key.

That's what I'd build my submission around.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
