A practical guide to understanding what the buyer really wants and how to build a winning response.

Think beyond software

When I look at this tender, I'm struck by what the Cabot Learning Federation is truly buying.

They're not just after software.

They're seeking a reliable and seamless HR and payroll system that integrates effortlessly with their operations.

This is about making life easier across their multi-academy trust.

The contract covers the provision of an HRIS solution and a fully managed payroll service. Whether you propose an integrated solution or separate systems, the key is ensuring secure, accurate and efficient data transfer between them with minimal manual intervention.

Remember who you're trying to convince

You're not just selling to IT professionals.

Think about the end users.

HR staff, payroll officers and school administrators will interact with your system daily.

They'll want to know it’s user-friendly and reliable.

If I were evaluating bids, I'd be asking:

  • How intuitive is this system for non-tech-savvy users?
  • What kind of training and support do you provide?
  • Can you prove your system's reliability?

Focus on these user concerns in your submission.

Don't get lost in technical jargon

It's tempting to dive deep into the technical details.

But remember, not everyone reading your submission will be a tech expert.

Keep it simple.

Explain how your system works in plain language.

Highlight the benefits it brings to the Cabot Learning Federation.

Efficiency. Reliability. User-friendliness.

That's what they're really buying.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

If you have evidence, use it.

  • Case studies of successful implementations in similar settings
  • Testimonials from satisfied clients
  • Metrics demonstrating system reliability and efficiency

These are powerful tools.

Pay attention to what they say

The buyer is clear about their priorities.

"Secure, accurate and efficient data transfer" with "minimal manual intervention" is crucial.

That tells you a lot.

They're looking for a system that reduces workload and risk.

Demonstrate how your solution meets this need.

Explain your data security measures and automation capabilities.

Make life easier for the client

Every contract creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd be explaining how my management processes make life easier for the Cabot Learning Federation.

Think about:

  • How you handle system updates and maintenance
  • Your approach to resolving technical issues
  • The level of ongoing support you offer

Show them you're not just a supplier but a partner they can rely on.

Consistency over the contract term

Delivering consistently over several years is challenging.

But that's what the Cabot Learning Federation needs.

This contract runs from January 2027 to July 2031, with an option to extend to 2032.

I'd want to see a plan for maintaining service quality over that time.

Consider:

  • Your staffing and resource management
  • Your approach to regular performance reviews
  • How you'll adapt to changing needs or technology

One thing I'd keep reminding myself

At the heart of this tender are the people using the system every day.

HR staff, administrators, payroll officers.

Ask yourself:

"How will this system improve their daily work life?"

Keeping this question front of mind will guide your responses.

Common mistakes

Avoid submissions that:

  • Use excessive technical jargon without explanation
  • Lack evidence of past success in similar settings
  • Fail to demonstrate secure data transfer between systems
  • Ignore the importance of user training and support
  • Overlook the buyer's preference for minimal manual intervention
  • Neglect to outline a long-term service quality plan

My Final Thoughts

The Cabot Learning Federation is looking for more than just software.

They need a partner who understands the complexities of a multi-academy trust and can deliver a reliable, user-friendly HR and payroll system.

With a contract value of £1,400,000 and a term that could extend to 2032, this isn't a decision they'll make lightly.

Quality will be key in your submission.

Focus on how your solution meets their specific needs and how you can make their operations smoother and more efficient.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
