What does that mean in practice?

If I were writing this bid, I'd focus on how my team delivers not just clean offices, but also a seamless experience for everyone who uses those spaces.

It's not just about the mop and bucket.

It's about the people using the premises every day.

The contract covers all of the Council's facilities, from office spaces to public areas, demanding a consistent standard of cleanliness and presentation.

Don't just promise reliability. Prove it.

Every bidder will say they can deliver reliable services.

But reliability isn't just about showing up.

It's about maintaining consistent standards day in, day out, across all premises.

If I were evaluating bids, I'd be looking for evidence that your team won't let standards slip.

Show them:

  • Your staff retention rates
  • Testimonials from other councils or similar clients
  • Your systems for monitoring and maintaining quality

Evidence always beats promises.

Pay attention to what they say

They want "high-quality, reliable and customer-focused" services.

These words aren't just filler.

They are your guide to what matters most in your response.

They're measurable outcomes.

Explain how you'll ensure every site is cleaned to the highest standard, consistently.

How do you manage quality control?

What happens when a cleaner calls in sick?

Remember the people using the spaces

Office workers and the public will be using these facilities every day.

Their experience matters.

Think about what they care about.

Is the space welcoming and safe?

Does it feel clean and fresh?

These are the details that make a difference.

I'd be focusing on how my service enhances the user experience, not just meets the cleaning specification.

How to make life easier for the Council

A good contractor doesn't just perform tasks.

They reduce the workload for the client.

How will your processes make life simpler for the Council's facilities team?

Maybe it's through proactive communication.

Or a flexible service that adapts to changing needs.

Explain how your contract management will take pressure off the Council.

Standards over the whole term

Consistency is key.

The contract runs for two years, with the option to extend for another year.

That's a long time to maintain standards.

I'd want to know:

  • How you'll cover staff absences
  • Your recruitment and training processes
  • How you'll keep the team motivated
  • The systems you'll use to monitor performance

One thing I'd keep reminding myself

At the end of the day, this isn't just about cleaning.

It's about maintaining environments where people can work and visit comfortably.

I'd keep asking myself:

"How does my service improve the experience of everyone who uses these spaces?"

If your response can answer that, you're on the right track.

Avoid submissions that:

  • Lack evidence of reliability and quality
  • Ignore the importance of staff retention and training
  • Fail to detail how you will manage absences
  • Provide generic promises instead of specific processes
  • Overlook the Council's emphasis on a customer-focused approach
  • Neglect to explain how you'll reduce the client's workload
