A practical guide to understanding what the buyer really wants and how to build a winning response.

Think about the whole service, not just the parts

Yorkshire Water Services isn’t just looking for suppliers to provide parts for their pile cloth filters.

They're looking for a comprehensive service that ensures these assets operate smoothly.

This framework covers everything from preventative and reactive maintenance to asset inspections and equipment hire.

It's about keeping their waste water sites running without a hitch.

Getting onto the framework is just the start

Remember, this is a framework, not a direct contract.

Winning a place means you're on their list of trusted suppliers, but it guarantees no work.

The real opportunity starts with getting on the framework.

Then, you'll compete for specific call-off contracts where the actual work lies.

Pay attention to what they say

Yorkshire Water has been very clear in their requirements.

They want a "full service model" that includes preventative and reactive maintenance, asset inspections, troubleshooting and equipment hire.

Don't just say you can do it all—show them how you will.

Explain how you'll manage critical spares and provide seamless service across their operational sites.

Reliability over promises

Every bidder will say they offer excellent service.

Few will back it up with evidence.

If I were evaluating bids, I'd want to see:

  • Proven track records with similar contracts
  • Testimonials from other utility companies
  • Data on response times and repair success rates
  • Case studies from past projects

Evidence always beats promises.

Direct award and further competition

Once you're on the framework, work can be awarded directly or through further competition.

For direct award, make it easy for Yorkshire Water to pick you by being clear, reliable and competitively priced.

In further competitions, you'll need to show how you can deliver better value or unique expertise for specific call-offs.

Don’t spread yourself too thin

Focus on the areas where you can genuinely deliver high-quality service.

Yorkshire Water will value reliability over trying to cover everything poorly.

If you overreach, you risk spreading your resources too thin and failing to meet their expectations.

Keeping standards over the term

This framework runs for up to six years if extended.

Maintaining high standards throughout this period is crucial.

I'd focus on demonstrating how you'll manage:

  • Staffing and recruitment for consistent service
  • Training plans to keep skills up to date
  • Quality assurance processes
  • Regular performance reviews and feedback loops

Consistency is key.

One thing I'd keep reminding myself

Yorkshire Water's primary concern is the smooth operation of their waste water sites.

Every part of your submission should answer one question:

"How does this make life easier for Yorkshire Water?"

By thinking from their perspective, you'll craft responses that resonate more deeply with their needs.

Common mistakes

Avoid submissions that:

  • Lack specific examples of past performance
  • Offer generic solutions without tailoring to Yorkshire Water's needs
  • Overpromise without evidence to back it up
  • Ignore the importance of asset inspections and troubleshooting
  • Fail to address how you'll manage critical spares
  • Overlook the need for reliable equipment hire options

My Final Thoughts

Yorkshire Water Services is seeking a comprehensive partner to manage their pile cloth filter assets across waste water sites for up to six years.

With a framework value of £4.5 million, this opportunity prioritises quality over price.

The framework submission is your chance to shine, to demonstrate why you should be their go-to supplier.

Focus on reliability, evidence and making life easier for the client.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
