A practical guide to understanding what the buyer really wants and how to build a winning response.

This isn't just about compliance

When I look at this tender, the standout word isn't "Legionella".

It's "management".

South Norfolk Council and Broadland District Council aren't just looking for compliance.

They're looking for a partner to manage the risk and ensure water safety across their property portfolio.

This contract includes Legionella risk management and water hygiene services across assets in both the Broadland District Council and South Norfolk Council areas.

It's a two-year contract, starting 1 January 2027, with potential extensions up to 31 December 2030.

Think about the people using the buildings

Why do these services matter so much?

Because it's about safety for everyone using the buildings.

From council staff to visitors, their health depends on how well you manage these risks.

If I were evaluating bids, I'd be looking for how you plan to protect those people.

Don't just list services — show your expertise

Most bidders will probably list the services they provide.

But that's not enough.

The Councils want to see how those services translate into real-world safety and peace of mind.

I'd suggest explaining your expertise in Legionella management.

Include examples of how you've successfully managed risks in similar environments.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder promised excellent service.

Very few proved it.

If you've got evidence, use it.

  • Case studies from similar contracts
  • Testimonials from clients
  • Data showing reduced Legionella risks after your interventions

Pay attention to what they say

The notice makes it clear that this is about managing risk across a diverse property portfolio.

The Councils want assurance that you can cover all their assets effectively.

They've mentioned the areas involved: Broadland District Council and South Norfolk Council.

Your response should reflect an understanding of the local context and challenges.

Consistency over the whole term

Delivering consistent quality over the full term is crucial.

I'd focus on how you'll maintain standards throughout the contract.

Think about staffing, training and how you'll handle things like sickness and recruitment.

This is where many contracts falter.

Show how you'll make life easier for the Councils

Every contract creates work for the client.

The best contractors reduce that workload.

I'd be explaining how my processes and management systems make life easier for council officers.

How you communicate and solve problems matters as much as technical capability.

Remember the contract's full potential

This isn't just a two-year deal.

It's potentially a four-year relationship.

I'd keep reminding myself that the Councils are looking for a long-term partner they can rely on.

What will they remember about your service at the end of those four years?

Common mistakes

Avoid submissions that:

  • Simply list services without context
  • Fail to demonstrate understanding of local challenges
  • Lack evidence of past success in similar contracts
  • Overlook the importance of communication and problem-solving
  • Ignore the need for consistent quality over the full term
  • Underestimate the importance of health and safety
  • Don't address how you'll manage staffing issues

My Final Thoughts

When you strip it back, this tender is all about trust and safety.

The Councils want a partner who can manage risks and ensure water safety across their properties.

They haven't provided a contract value, but the potential four-year term suggests a significant commitment.

Your written submission should reflect that.

Quality and reliability are what they're buying.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
