A practical guide to understanding what the buyer really wants and how to build a winning response.

Think beyond just treating water

It's easy to focus solely on the technicalities of water treatment.

But what Solihull College and University Centre is really looking for is peace of mind.

They want to ensure their campuses are compliant, safe and running smoothly without constant oversight.

The contract covers three campuses: Blossomfield, Woodlands and Stratford-upon-Avon.

Your task is to keep them operational with Planned Preventative Maintenance, handling emergencies and updating schematics.

Remember the diversity of the campuses

Each campus will have its own unique challenges and characteristics.

Blossomfield, Woodlands and Stratford-upon-Avon aren't just locations.

They're communities of students and staff relying on you for a safe environment.

Acknowledge this in your bid.

Explain how you’ll tailor your service to meet the specific needs of each site.

It's not just about compliance

Yes, compliance is vital.

But what the College really wants is a partner who understands the pressures they face.

Budgets are tight, and they need value for money.

Your response should show how you’ll deliver efficient, cost-effective services without compromising on quality.

Pay attention to what they say

The notice emphasises "value for money" and "compliance with College Financial Regulations".

This isn't just about offering the lowest price.

It's about demonstrating how your service delivers long-term savings and operational efficiency.

Highlight your track record in achieving these outcomes.

Show how you'll manage risks

Water risk assessments are a key part of this contract.

Solihull College needs assurance that you can identify, assess and mitigate risks effectively.

Detail your approach to risk management.

Provide examples of similar work you've done and the tangible benefits it delivered.

Evidence always beats promises

Promises are easy to make.

Evidence is what convinces.

If I were writing this tender, I’d focus on:

  • Documented case studies of similar work
  • Client testimonials and references
  • Measurable improvements achieved in past contracts
  • Qualifications and experience of your team

Consistency over the full term

Maintaining service standards over the contract duration is crucial.

The College will be interested in how you handle staffing, training and continuity.

I'd want to see how you plan for absences, and how you ensure seamless service even during peak times.

One thing I'd keep reminding myself

Every decision you make in this tender should be filtered through one question:

"How will this make life easier for the College?"

If your solution adds complexity or requires constant management, it's not the right fit.

Simplify. Streamline. Support.

That's what the College is looking for.

Common mistakes

Avoid submissions that:

  • Focus only on the technical aspects of water treatment
  • Ignore the specific needs of each campus
  • Overlook the importance of value for money
  • Lack evidence of past success and client satisfaction
  • Fail to address risk management comprehensively
  • Don't explain how service will be maintained over four years

My Final Thoughts

Solihull College and University Centre is looking for more than just a water treatment contractor.

They need a partner who understands their unique challenges across all three campuses.

With a contract valued at £80,000 over two years, extendable to four, the focus is on quality as much as price.

If I were crafting this submission, I'd ensure every answer demonstrates how my service delivers reliability, safety and value for money.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
