A practical guide to understanding what the buyer really wants and how to build a winning response.

Think about what you're really restoring

Yes, you're fixing a clock tower.

But it's more than that.

Coleford Town Council is entrusting you with a piece of history. A Grade II listed building, no less.

This isn't just about repairs.

It's about preserving a legacy for future generations. The contract involves structural repairs, conservation using traditional materials and reinstating historic features.

That's what I'd focus on in my bid.

The biggest clue is in the conservation expertise

If I were evaluating bids, I'd be looking for firms with genuine conservation credentials.

The notice is clear.

You need to show experience with listed or historic buildings of similar complexity.

This isn't the place for a general contractor.

Highlight your past work on similar projects. Use examples that demonstrate your understanding of heritage conservation.

Evidence always beats promises.

Pay attention to what they say

The council specifies a JCT Intermediate Building Contract with Contractor's Design.

They're not just interested in your ability to repair.

They want you to take on design responsibilities too.

Show how you’ll manage the Contractor's Design Portion (CDP) elements. Explain your approach to planning, managing and coordinating under CDM 2015.

They've put a lot of weight on your ability to handle this.

It's not just about structural repairs

Sure, structural repairs to the internal floors are critical.

But don't overlook the other elements.

You're also dealing with conservation of the historic fabric, reinstatement of openings and specialist safety features in the roof.

Each component matters.

Explain how you'll approach each task without compromising the building's heritage.

Remember who you're trying to convince

Coleford Town Council wants a partner, not just a contractor.

Someone who respects their town's heritage.

Talk about your team's expertise in using traditional and sympathetic materials. How you'll ensure the tower's historical integrity remains intact.

They'll want to see this respect in your response.

The importance of health and safety

Acting as Principal Contractor under CDM 2015 isn't just a title.

It's a responsibility.

The council is trusting you to plan, manage and coordinate the construction phase. They'll expect a robust health and safety plan.

Outline your experience and processes for maintaining safety. That's something I'd stress heavily in my bid.

How to make life easier for the council

Every restoration project has potential pitfalls.

Your job is to minimise them.

Show how your project management approach will make life easier for the council. How you'll keep them informed and involved, without overwhelming them.

Make it clear that you're a safe pair of hands.

Evidence always carries more weight than promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

If you have evidence, use it.

  • Case studies of similar conservation projects
  • Testimonials from past clients
  • Details of your team’s expertise in using traditional materials

Holding standards over the term

Consistency.

That's the hardest thing to deliver.

Explain how you'll maintain high standards throughout the project. How you'll handle staff absence or unexpected issues.

You'll need a clear plan for ongoing quality checks and performance reviews.

That's what I'd want to see.

Common mistakes

Avoid submissions that:

  • Ignore the conservation and historical aspects of the project
  • Fail to demonstrate experience with listed buildings
  • Overlook the Contractor's Design Portion requirements
  • Underestimate the importance of health and safety
  • Lack detailed project management and communication plans
  • Fail to provide evidence of past work with traditional materials

My Final Thoughts

Coleford Town Council is looking for a contractor who can respect and restore their town's history, not just a builder.

The contract is valued at around £670,000. That's a significant investment in preserving a landmark.

Your written submission needs to show that you understand the weight of this responsibility.

With a clear focus on heritage conservation, detailed planning and proven experience, you can stand out as the partner they need.
