When you're looking at a framework opportunity, it's easy to focus on just getting a place.

But that’s only the beginning.

The real work comes when you’re trying to win mini competitions or call-offs.

Remember, a framework is an agreement that lets you compete for specific contracts later on.

Think of it as setting the stage.

Your performance in mini-competitions will determine your success.

Think about the people in care

This framework is for healthcare and social care services in the North East.

So, the real focus is on the people who need care.

Not just the services you provide.

These are real individuals with genuine needs and your response should reflect that.

Consider what matters to them — dignity, respect and quality of life.

Show how your service enhances their lives.

Show your understanding of local needs

The North East has its unique characteristics and challenges.

If I were evaluating bids, I'd be looking for suppliers who truly understand the local context.

What specific challenges does this region face?

How does your service address those?

The more you show you know the area, the more trust you build.

Evidence always beats promises

I can’t stress this enough.

Every bidder can make promises.

Very few actually provide evidence to back them up.

If you've delivered similar services elsewhere, use that experience.

  • Client testimonials
  • Case studies
  • Performance metrics

These are the types of evidence that will make your bid stand out.

Think about long-term consistency

Winning a place on the framework means you might be delivering services for several years.

Consistency is key.

The buyer will want to know how you maintain quality over time.

Staffing is often the biggest challenge.

I'd want to see a solid plan for recruitment, training and retention.

What happens during staff absences or high demand periods?

Show how you manage these situations seamlessly.

Prepare for further competition

Once on the framework, you'll face mini-competitions for actual contracts.

These are different from the initial submission.

You'll need to be ready to respond quickly and effectively.

  • Tailor your proposals to the specific requirements of each call-off or competition
  • Highlight your most relevant experience
  • Ensure your pricing is competitive and clear

Planning ahead will give you a significant advantage.

Direct awards: be the obvious choice

Sometimes contracts are awarded directly without further competition.

You want to be the supplier they think of first.

How? By being visible, reliable and known for delivering quality.

Networking and building relationships can help.

And always ensure your framework submission is easily accessible and well-presented.

One thing I'd keep reminding myself

At the heart of this framework are individuals receiving care.

Every answer you write should be tested against one question:

Does this improve their experience?

If it does, you're on the right track.

Common mistakes

Avoid submissions that:

  • Focus solely on getting onto the framework without a plan for winning call-offs or mini competitions
  • Lack specific examples or evidence of past performance
  • Ignore the unique needs of the North East region
  • Fail to show how quality will be maintained over several years
  • Provide generic responses that don't address the needs of individuals in care
  • Overpromise without showing how you’ll deliver
  • Neglect to show readiness for mini-competitions
