A practical guide to understanding what the buyer really wants and how to build a winning response.

The real focus of this tender isn't just CCTV

Conwy County Borough Council isn't just installing cameras.

They're investing in security, safeguarding and resilience across their leisure facilities.

If I were writing this tender, I'd focus on how my solution supports these goals.

The contract covers the supply, installation, commissioning, configuration and three-year maintenance of CCTV systems in seven leisure centres.

It's about more than just equipment.

Don't just sell surveillance. Sell integration and reliability.

Every bidder will promise high-quality cameras and recording.

But what Conwy County really needs is a system that integrates seamlessly with their Alarm Receiving Centre (ARC).

If I were the evaluator, I'd be looking for a contractor who can demonstrate a proven track record of delivering integrated solutions.

Reliability and seamless integration are what they're buying.

Think about what leisure facilities worry about

These are public spaces.

Safety and operational resilience are top priorities.

The Council will want assurance that the system will deter incidents and provide clear evidence when needed.

I'd focus on how my solution supports safe, uninterrupted use of the facilities.

Pay attention to what they say

The notice is clear that high-quality surveillance coverage and evidential recording are priorities.

Conwy County isn't just looking for cameras on walls.

They're looking for a partner who can deliver a comprehensive security solution.

Evidence always beats promises

It's easy to say you can deliver a modern CCTV system.

But what evidence do you have?

  • Case studies of similar projects
  • Testimonials from past clients
  • Data on system uptime and performance
  • Examples of successful integration with other systems

That's what I'd include.

Remember the contract's full lifecycle

Installing the system is just the start.

This contract runs until March 2030.

The Council will want to know how you'll maintain standards throughout.

I'd want to see plans for regular maintenance, system updates and how you'd handle any issues that arise.

Make life easier for the Council

Every new system can create work for the client.

The best contractors minimise this.

I'd explain how my approach reduces the burden on the Council's staff, ensures quick fault resolution and keeps everything running smoothly.

One thing I'd keep reminding myself

The end goal is a secure, resilient leisure estate.

Every part of your submission should link back to that.

I'd ask myself, "Does this demonstrate how I make these facilities safer and more resilient?"

Common mistakes

Avoid submissions that:

  • Focus solely on equipment without addressing integration
  • Lack evidence of past success in similar projects
  • Ignore the importance of ongoing maintenance and support
  • Fail to address the specific needs of leisure facilities
  • Overlook the importance of user-friendly systems
  • Provide generic answers without tailoring to this contract
  • Promise more than can realistically be delivered

My Final Thoughts

Conwy County Borough Council is looking for more than just a CCTV supplier.

They're seeking a partner who can enhance security and resilience across their leisure facilities.

With a contract value of £100,000 and a duration until March 2030, this is an opportunity to show how your solution can deliver long-term value.

Quality and integration are key.

That's what the weighting will emphasise in your written submission.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
