A practical guide to understanding what the buyer really wants and how to build a winning response.

Think beyond cleaning — it's about reliability

Dwr Cymru Cyfyngedig isn't just looking for cleaners. They're looking for partners who can ensure the reliability and safety of their water supply. The framework covers cleaning, maintenance and refurbishment of service reservoirs, crucial for maintaining water quality and compliance with regulations. You're not just cleaning tanks; you're safeguarding public health.

Yes, there are 828 tanks, mostly square, underground concrete structures. But the real task is ensuring these assets are ready to deliver clean water consistently.

Pay attention to what they say

The notice makes it clear: compliance with Drinking Water Inspectorate (DWI) requirements and DCC's internal standards is non-negotiable. They highlight the importance of returning reservoirs to service safely and timely after cleaning and maintenance. If I were evaluating bids, I'd want to see how you'd manage this process seamlessly.

Maintenance isn't an afterthought

While cleaning is a key part, maintenance is equally critical. Many issues will be identified during cleaning and you'll need to address them promptly. Concrete repairs, coatings and emergency reactive repairs are all part of the scope. It's about being proactive and responsive.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver excellent service. Very few proved it. If you have evidence of past successes in similar work, use it. Show how you’ve ensured compliance and maintained high standards.

  • Case studies of similar projects
  • Testimonials from previous clients
  • Data proving past compliance with DWI standards
  • Examples of how you've handled emergency repairs

The framework isn't just a list

Remember, this is a framework. You're competing for a place, not guaranteed work. DCC will appoint two suppliers, so your bid needs to stand out. This means demonstrating your capability and readiness to deliver across the whole term, not just for an initial project.

How you make life easier for DCC

Every contract creates work for the client. The best contractors reduce that workload. Show how your processes will minimise DCC's involvement and oversight. I'd want to explain how my management processes make life easier for the DCC team, ensuring their standards are met without them having to chase you.

Direct award or further competition?

Winning a place on the framework is just the first step. Work can be awarded through direct award or further mini-competitions. Direct awards will likely go to those who are easy to work with, known for reliability and priced sensibly. Prepare to prove your worth in mini-competitions by having a robust process to turn around bids quickly.

One thing I'd keep reminding myself

Ultimately, this is about people. Every tank you clean, every repair you make, impacts the people relying on DCC for safe water. I’d keep the end users in mind at every stage, ensuring that quality and compliance are never compromised.

Common mistakes

Avoid submissions that:

  • Focus solely on cleaning without addressing maintenance and refurbishment
  • Lack evidence of past compliance with DWI standards
  • Overpromise without proof of capability or past performance
  • Fail to demonstrate how you will manage the entire service lifecycle
  • Do not clearly explain your processes for emergency repairs
  • Ignore the framework's long-term nature, focusing only on short-term gains
  • Overlook the importance of returning reservoirs to service safely and timely

My Final Thoughts

DCC is looking for partners who can maintain their water storage assets reliably and compliantly. The framework is valued at £25.5 million for the initial three-year term, with potential extensions bringing it up to £68 million over eight years. Quality and compliance are at the forefront, so your written submission must prove your ability to deliver these consistently. Remember, the framework is a starting point. Prove your value to secure call-off contracts.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
