A practical guide to understanding what the buyer really wants and how to build a winning response.

Think about what's really important

When you see "Lift Maintenance" in a tender title, it's easy to think about the mechanics. The cables, the motors, the control systems.

But that's not what Epsom and St Helier University Hospitals NHS Trust is really buying.

They're buying safety and reliability for their patients and staff.

Yes, the contract covers planned preventative maintenance (PPM) and reactive services for the lifts at St Helier and Epsom hospitals.

But the real focus is on ensuring every lift is safe and operational at all times.

Remember who you're trying to convince

Hospitals are 24/7 environments.

Lifts aren't just about convenience. They're about critical transport for patients, staff and vital equipment.

If I were evaluating bids, I'd look for a contractor who truly understands this environment.

Someone who appreciates the urgency and the stakes involved when a lift is out of service.

Don't just promise quick response times

Every bidder will promise to be fast.

What makes the difference is showing exactly how you'll achieve it.

  • Do you have a local team ready to respond?
  • How will you handle emergency call-outs during peak times?
  • What's your backup plan if your primary technician is unavailable?

That's what I'd want to see.

Pay attention to what they say

The documents might not spell out a contract value, but they do tell you what matters.

The contract period runs from March 2027 to March 2030, with the possibility of extending to March 2032.

This suggests they're looking for a long-term partner, not just a service provider.

A partner who can evolve with their needs and maintain consistency over time.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

If you have evidence, use it.

  • Case studies from similar hospital environments
  • Testimonials from existing NHS clients
  • Data on your response times and first-time fix rates

Show how you'll make life easier for the Trust

Every contract creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd explain how my management processes make life easier for hospital maintenance teams.

Whether it's through a seamless reporting system or proactive maintenance suggestions.

Think about the whole term

It's one thing to win a contract. Another to deliver consistent quality over several years.

I'd want to see how you plan to maintain standards throughout the contract.

  • Staff training and retention strategies
  • Regular performance reviews
  • Contingency plans for staff sickness or turnover

Consistency is the hardest thing to deliver, and buyers know it.

One thing I'd keep reminding myself

Every time you write a response, remember the people who rely on these lifts.

Patients being moved for surgery.

Doctors rushing to emergencies.

Every breakdown has a human impact.

If I were you, I'd ask myself: "How does this answer make life safer and easier for those people?"

Common mistakes

Avoid submissions that:

  • Focus solely on technical aspects without addressing safety and reliability
  • Make vague promises without evidence
  • Ignore the specific needs of a hospital environment
  • Overlook the importance of quick, reliable emergency response
  • Fail to demonstrate understanding of the long-term nature of the contract
  • Assume cost is the only factor when quality and reliability are crucial

My Final Thoughts

The Epsom and St Helier University Hospitals NHS Trust isn't just looking for someone to service lifts.

They're looking for a partner who understands the critical role lifts play in hospital operations.

While the contract doesn't specify a value, the potential extension to 2032 suggests a long-term relationship.

This means your written submission must show depth and commitment.

Quality, reliability and safety should be the core themes of your response.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
