A practical guide to understanding what the buyer really wants and how to build a winning response.

Don't just service lifts. Ensure peace of mind.

When I look at this tender, I see something more than just lift maintenance.

Poplar HARCA isn't just looking for someone to maintain their lifts.

They're looking for someone to provide peace of mind across all their estates.

With a contract value of £5,207,257, this isn't just about mechanical upkeep.

It's about reliability, safety and seamless service for their residents.

Think about the people who rely on these lifts

Who are the real users?

Residents living on high floors.

Elderly individuals who may depend on lifts for mobility.

Families with young children and pushchairs.

If I were evaluating bids, I'd want to see a genuine understanding of these end users.

Because each breakdown isn't just a mechanical failure.

It's a disruption to someone's day.

Pay attention to what they say

Poplar HARCA is clear about their priorities.

"Efficient and effective" isn't just a throwaway line.

It's a call for reliability, day in and day out.

They need a contractor who can manage resources, training and supply chain partners seamlessly.

That's what I'd focus on in my submission.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that many bidders made grand promises.

But few backed them up with evidence.

If you've successfully managed lift maintenance for similar estates, show it.

  • Share KPIs from previous contracts
  • Provide testimonials from similar clients
  • Include data on response and repair times
  • Highlight training programmes for operatives

Make life easier for Poplar HARCA

This is often overlooked.

Every contract creates work for the client.

The best contractors reduce that workload.

Explain your management processes.

How will you streamline administration?

How will you ensure that Poplar HARCA’s team isn't bogged down with issues?

Don't underestimate the importance of skilled operatives

Staffing.

Not equipment.

Not tools.

The notice spells out that appropriately skilled operatives are vital.

How will you recruit and retain them?

What ongoing training will you provide?

These are the details that will set your bid apart.

Think about the whole 10-year term

Consistency is the hardest thing to deliver.

And a ten-year contract is a long time.

Poplar HARCA will want to know that you can maintain standards throughout.

I'd detail how you'll handle staff turnover, annual leave and sickness.

Show how you'll conduct regular inspections.

How will you keep performance reviews on track?

One thing I'd keep reminding myself

I'd keep coming back to the residents.

Every lift is part of their daily life.

So, I'd ask myself: does this answer make their life easier?

If it's not making life easier for the residents, it's not the right answer.

Common mistakes

Avoid submissions that:

  • Overlook the importance of skilled operatives
  • Make promises without evidence
  • Ignore the end users' needs
  • Fail to detail management processes
  • Lack a focus on consistency over the contract term
  • Provide generic responses not tailored to Poplar HARCA
  • Neglect the importance of reliable supply chain partners

My Final Thoughts

Poplar HARCA is looking for more than just a lift service provider.

They're looking for a partner who can ensure the safety and reliability of their lifts for the next decade.

With a contract value of £5,207,257 and a focus on quality service, it's clear that the buyer values reliability and consistency.

Your written submission should reflect this focus and demonstrate how you will deliver peace of mind through every lift service and maintenance task.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
