A practical guide to understanding what the buyer really wants and how to build a winning response.

This isn't just about door sets

When I first read a tender, I look for the underlying theme.

For the Royal Borough of Greenwich, this isn't just about installing fire doors.

It's about safety.

And compliance.

They want to ensure every door set contributes to fire safety regulations and life safety systems.

That's the real focus.

The contract covers replacing fire-rated door sets in residential buildings, including general needs, vulnerable occupant schemes and communal areas.

It's a £360,000 programme running from February 2027 to January 2029.

Think about what residents worry about

Remember who you're trying to convince.

Residents want to feel safe in their homes.

Especially those in vulnerable occupant schemes.

So, what can you do to reassure them?

Talk about how your installations improve compartmentation and meet the latest safety regulations.

Demonstrate how you handle communication with residents, ensuring minimal disruption and maximum safety during the work.

Don't just promise compliance. Prove it.

It's easy to say you'll meet the Fire Safety Act and Building Safety Act requirements.

But promises aren't enough.

Evidence always beats promises.

Show your track record with similar projects.

List certificates, accreditations and past contracts that prove your expertise in fire safety compliance.

I'd want to see:

  • Certificates of past compliance with UK fire safety regulations
  • Examples of successful installations in residential settings
  • Testimonials from similar projects
  • Accreditation in fire safety and building compliance
  • A clear process for maintaining standards

Pay attention to what they say

The Royal Borough of Greenwich is clear about the importance of compliance.

They want full adherence to UK fire safety regulations.

This isn't just a tick-box exercise.

It's about the safety of residents and the integrity of their buildings.

Make sure your submission reflects this priority.

Show how you ensure compliance at every stage of the project.

How will you maintain standards over two years?

Consistency is key.

The programme runs for two years.

And standards can't slip.

I'd be looking for a plan that covers recruitment, training and performance reviews.

Explain how you'll handle absences, holidays and emergency cover.

Demonstrate your commitment to regular inspections and performance reviews.

That's what keeps standards high.

Remember the communal areas

It's easy to focus on individual flats.

But communal areas are just as important.

They need to meet the same safety standards.

And they can be more challenging due to access and usage.

Show how you'll tackle these challenges head-on.

Show you'll make life easier for the Borough

Every contract creates work for the client.

The best contractors ease that burden.

Tell them about your project management approach.

How will you minimise disruption?

What's your plan for communication with residents and council officers?

If I were writing this tender, I'd be explaining how my processes reduce work for the Borough.

One thing I'd keep reminding myself

At the heart of this contract are people.

Residents.

Some vulnerable.

Every decision, every installation, affects them.

So, I'd keep asking:

"Does this improve safety?"

"Is this the best we can do for the people living there?"

Common mistakes

Avoid submissions that:

  • Focus solely on the technical specifications of doors
  • Ignore the importance of resident communication
  • Fail to demonstrate past compliance with fire safety regulations
  • Overlook the need for consistency over the two-year term
  • Neglect the specific challenges of communal areas
  • Promise compliance without evidence
  • Underestimate the importance of the Fire Safety Act and the Building Safety Act

My Final Thoughts

This tender is all about safety and compliance.

That's what the Royal Borough of Greenwich is really buying.

If I were in your shoes, I'd focus on demonstrating my ability to deliver safe, compliant and consistent installations over the full term.

The contract value is £360,000 for two years.

That suggests they value quality over just getting the lowest price.

Your written submission should reflect that priority.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
