A practical guide to understanding what the buyer really wants and how to build a winning response.

Think beyond maintenance

When I look at this tender, the key isn't just about fixing or maintaining equipment.

It's about ensuring safety and compliance across Ashford Borough Council's properties.

Yes, you're maintaining fire safety equipment.

But your real role is to protect lives and assets.

The contract covers both the Housing Department and Corporate Property Department. That's a diverse range of properties and requirements.

Pay attention to what they say

The Council uses specific language to describe their needs: "safe and continuing use" of fire safety equipment.

They're clear that this contract isn't just about maintaining equipment.

It's about ensuring uninterrupted safety.

If I were writing this tender, I'd focus on how my processes and systems guarantee that safety is never compromised.

Beyond the basics

Most bidders will talk about their ability to maintain and repair.

They'll list the equipment they can handle and the services they provide.

But that's just the baseline.

What I'd be looking for is how you go beyond that.

  • How do you ensure equipment is always in perfect working order?
  • What's your approach to preventative maintenance?
  • How do you handle emergency repairs?

Show how you'll make life easier for the Council

Every contract creates some workload for the client.

The best contractors find ways to reduce that burden.

I'd explain how my systems and processes reduce the workload for Ashford's Housing and Corporate Property Departments.

  • Clear communication channels
  • Proactive maintenance schedules
  • Fast response times for emergencies

Evidence always beats promises

One thing I noticed when I worked in the public sector was how often bidders promised excellence but didn't back it up.

If you have evidence, use it.

  • Case studies from similar contracts
  • Testimonials from other councils
  • Performance metrics that demonstrate reliability

Consistency is key

This contract runs from January 2027 to January 2030.

That's three years of maintaining standards.

I'd want to see how you ensure consistency over the whole term.

  • Staff training and development
  • Regular inspections and audits
  • Systems for monitoring and improving performance

Think about the people using the buildings

It's easy to focus on the equipment.

But remember who you're protecting.

Residents in housing properties, staff in corporate buildings — they rely on you for their safety.

I'd consider how my submission reflects that responsibility.

One thing I'd keep reminding myself

Safety isn't just about equipment.

It's about the lives and assets those systems protect.

Every part of your submission should reflect that understanding.

Common mistakes

Avoid submissions that:

  • Focus only on maintenance without addressing safety and compliance
  • Fail to provide evidence of past performance
  • Overlook the need for proactive maintenance
  • Ignore the specific needs of the Housing and Corporate Property Departments
  • Lack clear communication and response planning
  • Don't address how standards will be maintained over three years

My Final Thoughts

Ashford Borough Council is looking for more than just maintenance of fire safety equipment.

They're seeking a partner who understands the importance of safety and compliance across their properties.

With a contract value of £360,000 and a term of three years, this is a significant opportunity.

Quality and reliability will be key.

That's what I'd focus on in my written submission.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
