A practical guide to understanding what the buyer really wants and how to build a winning response.

Think about the people behind the events

When I look at this tender, I see something beyond first aid and paramedic services.

It's about protecting the people who attend events at the Liverpool Experience Campus.

The venues are iconic: the M&S Bank Arena, the Auditorium, the Conference Centre and the Exhibition Centre Liverpool.

These aren't just buildings.

They're places where people gather for memorable experiences.

The contract is for ensuring those experiences are safe.

Yes, you need to provide event first aid and paramedic services.

But think about it as safeguarding the wellbeing of thousands of attendees.

That's the mindset I'd adopt when crafting your submission.

Pay attention to what they say

LEX has made it very clear what they need from a supplier.

They aren’t just looking for medical professionals.

They need a partner who can ensure an "appropriate level of medical, first aid and ambulance provision" at all times.

This means your response should demonstrate how you'll assess each event's needs.

It's not one-size-fits-all.

Every event has its own risks and requirements.

Show them you understand this by explaining your approach to medical assessments and staffing plans.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that evidence always held more weight than promises.

For this tender, demonstrate your capability.

  • Share examples of similar events you've covered
  • Highlight any accreditations or certifications
  • Include testimonials from past clients
  • Provide statistics on response times and outcomes

This isn't about saying you can deliver.

It's about proving you have delivered.

Show how you'll make life easier for LEX

Every contract creates work for the client.

The best suppliers make that work manageable.

LEX will want to know that you're not going to be another problem on their list.

If I were writing this tender, I'd explain how my processes and communication strategies ease the burden on event organisers.

How will you communicate effectively with LEX before, during and after each event?

That's what I'd focus on.

Remember the real-world logistics

This contract isn’t just about having qualified staff.

It's about ensuring they’re in the right place at the right time.

LEX needs a supplier who can cover the "full duration" of events — including setup and teardown.

This demands logistical precision.

I'd make sure my submission clearly outlines how I'd handle staffing logistics.

How will you ensure coverage if someone is ill?

What happens when events overlap?

These are the details that make a difference.

Consider the impact on local services

One of the buyer’s goals is to "minimise the impact on local NHS services."

This tells me LEX is concerned about overburdening local healthcare resources.

I'd explain how my services keep attendees safe without relying on local NHS services.

Consider including:

  • On-site treatment plans
  • Transport arrangements for more serious cases
  • Coordination with local health services if necessary

Site visits are invaluable

LEX has offered site visits to help you prepare your bid.

If I were in your shoes, I’d jump at this opportunity.

Seeing the spaces where you'll work can provide insights that documents simply can't.

It’s a chance to ask questions, understand the flow of an event and visualise your operations on site.

One thing I'd keep reminding myself

Ultimately, this contract is about people.

Every decision, every deployment, every response should be made with the safety and wellbeing of attendees in mind.

I'd use that as a litmus test for every part of my submission.

Does this decision support safe, seamless events?

If it does, it’s worth including.

Common mistakes

Avoid submissions that:

  • Overlook the need for event-specific assessments
  • Rely solely on generic service descriptions
  • Fail to provide evidence of past performance
  • Don’t address logistical challenges
  • Ignore the importance of communication with LEX
  • Assume a one-size-fits-all approach to staffing

My Final Thoughts

LEX isn't just looking for a first aid provider.

They're seeking a partner who can assure the safety and wellbeing of thousands of attendees.

The contract is valued at £400,000 over up to four years and that tells me something.

Quality is key, and it's likely weighted heavily in the evaluation.

Focus your response on how you’ll meet their specific needs, prove your track record and make life easier for their team.

That's what I'd build my submission around.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
