A practical guide to understanding what the buyer really wants and how to build a winning response.

Think about the long-term relationship

When you're bidding for a place on a framework, you're not just competing for a single contract.

You're competing for a long-term relationship with Staffordshire County Council.

This framework is about more than just surfaces. It's about trust, reliability and being a partner who can deliver across a range of projects and needs.

From tarmacadam surfaces to playground markings and fixed equipment installations.

Understand the scope and flexibility

The scope of this framework is broad.

It's not just tarmacadam.

It includes everything from surface repairs to installing benches and lighting.

Projects can vary significantly in value, from under £20,000 to over £60,000, with no set limits.

That requires flexibility and a wide skill set.

If I were writing this tender, I'd emphasise my capability to handle a variety of projects, both large and small.

Pay attention to what they say

Staffordshire County Council has made it clear.

This framework is about providing a reliable schedule of work rates for various surfaces and installations.

They want suppliers who can be trusted to deliver consistently high standards across different types of projects.

They are also looking for partners who can work well within the county and its specific needs.

Don't just talk about your skills

Every supplier will talk about their skills.

What the Council will really be looking for is evidence of past performance.

Evidence always beats promises.

I'd include examples of previous projects, especially those that demonstrate my ability to handle diverse tasks under the framework's scope.

Show how you'll make their life easier

Every contract creates work for the client.

The best contractors make that work easier.

If I were writing this tender, I'd highlight how my processes reduce the workload for Council officers.

From clear communication to efficient project management.

Remember who you're trying to convince

You're not just trying to convince procurement officers.

You're trying to convince the people who will be using these surfaces and facilities.

Staff, students, local residents.

Think about their needs and how your work will improve their daily experiences.

Consistency over the full term

This framework runs for up to eight years.

Consistency is key.

How will you ensure standards remain high throughout the term?

I'd outline my plan for managing staffing, dealing with absences and maintaining quality control.

Be ready for further competitions

Winning a place on the framework is just the first step.

Work will often be awarded through further mini-competitions.

That means you'll need to be ready to submit compelling bids quickly.

I'd make sure I have a system in place to turn around these bids efficiently.

Common mistakes

Avoid submissions that:

  • Focus only on tarmacadam without addressing the full scope
  • Lack evidence of past performance on similar projects
  • Fail to demonstrate flexibility across project sizes
  • Overlook the importance of long-term consistency
  • Ignore the needs of end users
  • Underestimate the importance of clear communication
  • Don't anticipate further competitions
  • Assume work is guaranteed by being on the framework

My Final Thoughts

Staffordshire County Council isn't just looking for suppliers.

They're looking for partners who can deliver reliable, high-quality work over the long term.

With a framework value of £7,000,000 and a term running until 2029, extendable to 2031, it's crucial to remember that quality carries significant weight.

Your written submission must convince them you're the partner they can trust for years to come.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
