A practical guide to understanding what the buyer really wants and how to build a winning response.

Think about the true purpose of this list

This tender isn't just about moving bodies.

It's about offering a respectful and timely service that supports the sensitive work of HM Coroners.

The contract covers community removal services across the North East, managed by Durham County Council. They're looking for multiple providers to ensure flexibility and coverage. But remember, there's no guarantee of service volumes or exclusivity.

Pay attention to what they say

The Council is clear about a few things.

There's no promise of work volume.

No guarantee of exclusivity.

This list is about having reliable providers ready to step in when needed. That means your response should focus on your ability to be available and responsive, not just capable of performing the service.

Reliability is key

Every provider can perform removals.

But can you do it consistently and reliably?

Durham County Council needs providers who can be trusted to respond promptly and handle each case with the utmost respect and professionalism. That's what I'd build my submission around. Show them you can be relied upon, even when the call comes at an inconvenient time.

Show your commitment to dignity and respect

This isn't a typical facilities management contract.

You're dealing with the deceased and their families.

It's crucial to demonstrate your sensitivity and commitment to handling each case with dignity and respect. If I were evaluating bids, I'd be looking for evidence of training programmes that emphasise this.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that claims about excellent service were common, but evidence was rare.

If you've got a track record of timely and respectful removals, now's the time to show it.

  • Testimonials from previous clients
  • Case studies demonstrating successful responses
  • Certificates or awards recognising your service quality

Don't underestimate the value of flexibility

The Council reserves the right to close or reopen the List based on operational needs.

This means they're looking for providers who can adapt to changing requirements. Emphasise your flexibility and willingness to meet the Council's evolving needs.

Remember the families

Behind every removal is a grieving family.

Your submission should reflect an understanding of this reality. It's not just about logistics; it's about providing a service that eases the burden during a difficult time.

Consistency over the whole term

It's not just about being available when the contract starts.

The Council is looking for providers who can maintain high standards consistently until April 2028, and potentially through to 2032. Talk about your strategies for staff training, retention and performance monitoring to ensure consistent quality.

Common mistakes

Avoid submissions that:

  • Assume a guaranteed volume of work
  • Focus solely on logistical capabilities without addressing sensitivity
  • Overlook the importance of flexibility in service provision
  • Fail to provide evidence of past performance and reliability
  • Ignore the need for consistent service quality over the entire contract term
  • Neglect the human aspect of the service provided
  • Rely on generic promises without specific examples or evidence

My Final Thoughts

Remember, Durham County Council is not just looking for a service provider.

They're looking for partners who understand the gravity and sensitivity of the work involved.

With a contract value of £1,500,000 spread over potentially six years, this isn't just about the money. It's about being a reliable and respectful partner in the community. The fact that there's no guarantee of service volumes or exclusivity means your written submission must shine in highlighting your reliability and sensitivity. Focus on the human aspect and evidence of your ability to deliver under these terms.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
