A practical guide to understanding what the buyer really wants and how to build a winning response.

Don't just think about the chimney

When you first look at this tender, it might seem all about removing a chimney.

And yes, it is.

But it's also about ensuring the safety and integrity of a primary school environment during and after the works.

The contract is for the removal of a chimney at Flitcham Church of England Primary Academy.

Alongside this, there are associated electrical works to be completed.

The Trust isn't just looking for someone who can take down a structure.

They're looking for a partner who understands the importance of working in a school setting.

Remember the school environment

This isn't just any work site.

It's a primary school.

There are children, teachers and staff to consider.

The Trust will be concerned about the safety of everyone on site.

If I were evaluating bids, I'd want to know how you plan to minimise disruption.

How you ensure safety at all times.

And how you communicate with the school to keep everyone informed.

Pay attention to what they say

The Diocese of Norwich Education and Academies Trust are clear about what they need.

They want a contractor who can handle both the removal and the electrical works seamlessly.

They spell out the importance of integration.

It's not two separate jobs.

It's one project that requires coordination.

If I were writing this tender, I'd focus on how I manage both aspects together.

Show your experience with similar projects

One thing I noticed when I worked in the public sector was that buyers value evidence over promises.

If you've worked on similar projects before, this is the time to show it.

  • Describe a project where you managed similar works
  • Explain how you minimised disruption in a school or similar environment
  • Provide client testimonials or references
  • Share any awards or recognitions

Evidence always carries more weight than promises.

Safety should be front and centre

In any school environment, safety is paramount.

I'd want to see a detailed plan covering:

  • Risk assessments for the chimney removal
  • Safety measures for the electrical works
  • How you'll ensure the site is secure
  • Your approach to safeguarding children and staff

Safety isn't just a requirement.

It's the foundation of trust.

Think beyond the completion date

The contract runs from 15 February 2027 to 9 April 2027.

But what happens after?

The Trust will want to know that everything will continue to function smoothly once the work is completed.

I'd explain how I ensure quality throughout the project.

And how I follow up to address any post-completion issues.

Make communication a priority

Communication is key in any project, but especially in a school setting.

The Trust will want to know how you'll keep them informed.

How you'll work with school staff to coordinate the works.

And how you'll handle any unexpected issues.

I'd make sure this is a strong part of my submission.

Common mistakes

Avoid submissions that:

  • Ignore the importance of the school environment
  • Fail to detail how you'll manage safety
  • Overlook the integration of chimney and electrical works
  • Provide generic responses with no evidence of similar projects
  • Lack a clear communication plan
  • Don't address post-completion support

My Final Thoughts

This isn't just about removing a chimney. It's about ensuring the safety and functionality of a primary school environment.

With a contract value of £25,000, the Trust is looking for a partner who can deliver high-quality work without disrupting the school.

Quality and coordination are key.

That's what I'd build my submission around.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
