A practical guide to understanding what the buyer really wants and how to build a winning response.

Look beyond the obvious: It's not just about Legionella

Yes, the contract is all about Legionella control services.

But if that's all you focus on, you'll miss the bigger picture.

Mid and East Antrim Borough Council isn't just buying a service.

They're buying peace of mind.

They want to know that their facilities are safe for everyone using them.

The contract covers inspections and disinfections of shower/spray outlets, cold water storage tanks and more across their buildings.

But the real question is, can you make them feel safe?

Remember the people who use the buildings

Think about the people who rely on these facilities every day.

Council staff, visitors and the local community.

They all need to trust that the water systems are well-maintained and safe.

If I were writing this tender, I'd focus on how my approach ensures safety and confidence for all users.

That's what the Council really cares about.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

If you have evidence, use it.

  • Provide examples of past Legionella control projects
  • Share testimonials from satisfied clients
  • Include data on successful Legionella risk mitigation

This is what will set you apart.

Pay attention to what they say

The Council's documents are clear.

They want a contractor who is not only qualified but experienced.

They're asking for Legionella Risk Assessments, Training and Water Sampling.

What does that tell you?

They value expertise and thoroughness.

I'd make sure my bid highlights my team's qualifications and experience in these specific areas.

Don't underestimate the importance of training

Training isn't just a box to tick.

It's a core part of this contract.

The Council is looking for a partner who can deliver effective Legionella Training.

This means your team must be able to educate and empower their staff.

I'd focus on how my training programmes are comprehensive and adaptable to the Council's needs.

Show how you'll maintain high standards over the whole term

Consistency is key.

It's not just about doing a good job once.

The Council needs assurance that standards will be maintained from day one to the end of the contract.

How will you ensure inspections and disinfections are consistent?

What happens if a team member is unavailable?

I'd want to see exactly what happens when someone calls in sick.

That's what I'd build my submission around.

Think about the contract value and term

The contract is valued at £450,000 and runs from March 2027 to 2028, with options to extend to 2031.

This shows the Council is looking for a long-term partner.

They aren't interested in a quick fix.

They're investing in a relationship.

Your bid needs to reflect this commitment and show how you'll add value over several years.

My Final Thoughts

Mid and East Antrim Borough Council is looking for more than just a service provider.

They want a partner they can trust to ensure the safety of their facilities.

With a contract value of £450,000 and the possibility of extending the term to 2031, it's crucial to focus on quality and long-term commitment.

Quality will likely carry significant weight in the evaluation.

Your written submission needs to reflect this.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
