A practical guide to understanding what the buyer really wants and how to build a winning response.

The biggest clue here isn't the geography

When I look at this tender, the split by geography might seem like the obvious focus.

But it's not.

Lancashire County Council isn't just buying a monitoring service.

They're buying peace of mind that their compliance with HSE ACOP L8 and HSG 274 is watertight, literally.

The contract covers monitoring water temperatures, inspections and related tasks across various sites.

Two contracts — North and South — mean two designated providers ensuring health and safety standards are met consistently.

Think about the people relying on you

This isn't just about equipment and data.

It's about the people in those buildings.

Schools, care homes, offices — they all need safe, compliant water systems.

If I were evaluating bids, I'd want to know how you make life easier for the site managers, health officers and staff.

I'd look for signs that you've thought about their worries:

  • Will inspections disrupt daily operations?
  • How quickly can you respond to a potential issue?
  • Can you ensure minimal inconvenience?

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed compliance.

Very few proved it.

If you have evidence, use it.

  • Case studies of previous successful projects
  • Testimonials from similar authorities
  • Data showing your response times and issue resolution rates
  • Examples of how you've adapted to changing standards

Pay attention to what they say

The Council spells out that all works must adhere to British and European Standards.

That's not a suggestion. It's a requirement.

If I were writing this tender, I'd emphasise my processes for staying compliant with evolving regulations.

I'd detail how I ensure my team is trained and up-to-date.

And I'd explain my quality assurance methods that guarantee standards are consistently met.

Don't underestimate the need for flexibility

The specification mentions that service frequencies might be amended.

Flexibility is key.

I'd talk about how I handle changes in scope or schedule.

I'd have a plan ready for scaling my resources up or down.

And I'd want to reassure them that I can adapt quickly to their needs without compromising on quality.

Focus on consistency over time

Contracts like these aren't just won on day one.

They're won every month, every inspection, every report.

I'd want to show how I maintain consistency:

  • Regular staff training and development
  • Routine performance reviews
  • Systems for tracking and improving compliance over time

Remember who you're trying to convince

This isn't just a procurement exercise.

It's a responsibility exercise.

The Council needs a partner they can trust to protect their occupants and visitors.

If I were you, I'd keep reminding myself that the end users — the people in those buildings — need to trust that their water systems are safe and compliant.

Common mistakes

Avoid submissions that:

  • Focus solely on the technology and equipment
  • Overlook the human element and end-user impact
  • Fail to provide concrete evidence of past compliance
  • Ignore the need for operational flexibility
  • Neglect the importance of ongoing staff training
  • Assume that initial compliance guarantees future compliance

My Final Thoughts

What Lancashire County Council is really buying isn't just monitoring.

It's assurance and trust.

The contract value of £1,755,000 over two geographical contracts underscores its significance.

Quality matters.

If the weightings favour quality over price, your written submission must convince them that you understand their needs and can deliver consistently.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
