A practical guide to understanding what the buyer really wants and how to build a winning response.

It's not just the lifts. It's the capacity and timing.

When I first looked at this tender, the most important aspect wasn't the lifts themselves.

It's the capacity to handle multiple sites at once.

The Riverside Group Limited isn't just asking for lift refurbishments and replacements.

They need a contractor who can manage four separate projects concurrently.

That's a big ask.

Why? Because timing and coordination are key here.

Keel Court and Bordeaux House need refurbishments, while Green Dragon Court and Fairlead House require replacements.

All of this needs to happen simultaneously.

Think about the people using these lifts

If I were evaluating bids, I'd be thinking about the people who rely on these lifts every day.

Residents, visitors and maintenance staff.

Disruption can be a major inconvenience.

Your submission should address how you'll minimise disruption and maintain safety.

Will you have a clear communication plan for residents?

How will you ensure safety standards are met during the refurbishments and replacements?

These are the questions I'd want answered.

Show your capacity for simultaneous delivery

The tender specifies that all four sites need to start as soon as possible and run concurrently.

This is a capacity test.

Can you prove you have the resources to manage multiple sites effectively?

This is where evidence comes in.

Show past projects where you've managed similar scales.

Highlight your team's size and your project management capabilities.

But don't just promise you'll manage it.

Prove it with:

  • Detailed project plans
  • Resource allocation charts
  • Testimonials from previous clients
  • Case studies that demonstrate similar work

Evidence always beats promises.

Pay attention to what they say

The Riverside Group has been clear.

They're looking for a contractor who can deliver "as soon as possible" and handle multiple sites concurrently.

This means your operational strategies must be rock solid.

How will you manage logistics across four London locations?

What's your plan for sourcing materials and labour?

Remember, they're expecting you to run all projects at the same time without compromising on quality.

Don't underestimate the importance of planning

If I were writing this tender, I'd focus heavily on my planning process.

It's not just about getting the job done.

It's about doing it efficiently and safely.

I'd outline a step-by-step plan for each site.

Include timelines, key milestones and risk management strategies.

Demonstrate how you handle unexpected issues.

That foresight is what will set you apart.

Remember, it's about more than just lifts

Yes, the technical side of lift refurbishment and replacement is crucial.

But don't forget the human element.

The Riverside Group is responsible for providing a safe and functional environment for its residents.

Your bid should reflect a commitment to this responsibility.

How will you ensure minimal downtime?

What's your emergency response plan if something goes wrong?

These are the details that make a difference.

One thing I'd keep reminding myself

If I were in your shoes, I'd keep coming back to one question.

"How will our work impact the lives of the people living here?"

Every decision, every plan and every action should be tested against that question.

Because at the end of the day, that's what matters most.

Common mistakes

Avoid submissions that:

  • Overlook the need for simultaneous project management across multiple sites
  • Fail to address resident communication and safety plans
  • Lack evidence of managing similar projects in scale and complexity
  • Provide generic timelines without site-specific details
  • Ignore the logistics of working in London
  • Miss out on detailing risk management strategies

My Final Thoughts

The Riverside Group is looking for a partner, not just a contractor.

A partner who can handle a complex, multi-site project without missing a beat.

This £1,000,000 contract is as much about coordination and capacity as it is about engineering expertise.

With a one-year term from March 2027 to March 2028, the timeline is tight.

Quality will likely carry significant weight in the evaluation.

Make sure your written submission reflects this.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
