A practical guide to understanding what the buyer really wants and how to build a winning response.

The biggest clue isn't in the cleaning

When I look at this tender, I see it's not just about cleaning two schools.

It's about creating a clean and safe environment for young children to learn and grow.

Yes, you're cleaning Park Hall Junior Academy and Park Hall Infant Academy.

And soon, 'The Bungalow' too.

But the focus here is on providing a consistent, reliable service that supports the Trust's educational objectives.

The contract will run from 31 July 2027 to 31 July 2030, with a possible extension to 2032.

It's a single contract for both schools, emphasising 'best value'.

That's what I'd focus on in my bid.

Think about what schools worry about

Schools have unique concerns.

Especially infant and junior academies.

I'd be considering:

  • How can I ensure a consistent cleaning standard?
  • What happens when key staff are absent?
  • How do I minimise disruption during school hours?
  • Can I support the schools' ethos and environment?

These are the questions that matter to the Trust.

Don't just promise reliability. Prove it.

Evidence always beats promises.

If I were writing this tender, I'd show how I can deliver.

  • Provide testimonials from similar schools
  • Share case studies that demonstrate consistent service
  • Include data on staff retention and satisfaction
  • Detail your contingency plans for absences
  • Offer insights into your quality assurance processes

That's the kind of evidence that will stand out.

Pay attention to what they say

The Trust is clear about what they value.

"Best value" isn't just about cost.

It's about quality and reliability too.

The contract's value is around £450,000, with £50K for the juniors and £40K for the infants annually.

I'd make sure my submission reflects an understanding of this balance.

Show how you'll make life easier for the Trust

Schools don't want to manage their contractors.

They want partners who make their lives easier.

I'd explain my approach to communication and responsiveness.

How will you address issues quickly?

How will you keep the Trust informed without overwhelming them?

These are the details that can differentiate your bid.

Consider the whole term

It's a long contract.

Maintaining standards over time is crucial.

I'd detail my approach to:

  • Staff training and development
  • Regular performance reviews
  • Handling annual leave and sickness
  • Ensuring consistent quality and coverage

Consistency is key.

Remember who's affected

One thing I'd keep reminding myself is that this contract impacts children.

Your service supports their learning environment.

I'd ask, "Does this decision benefit the students?"

If it doesn't, rethink it.

Common mistakes

Avoid submissions that:

  • Focus solely on cost savings without addressing quality
  • Overlook the importance of staff reliability
  • Fail to provide evidence of past success
  • Neglect the specific concerns of schools
  • Ignore the potential for service disruption
  • Underestimate the importance of clear communication
  • Don't address how you'll manage the entire contract term

My Final Thoughts

The Loriners MAT contract isn't just about cleaning.

It's about supporting an educational environment.

£450,000 over three years, with an option to extend to 2032, means quality matters.

The Trust is looking for a partner who delivers "best value".

That means your written submission should focus on demonstrating reliability, quality and understanding of their specific needs.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
