Managed Debt Collection Services
A practical guide to understanding what the buyer really wants and how to build a winning response.
The real focus isn't just debt collection
When you first look at this framework, you might think it's all about collecting debt.
But there's much more to it.
The Government Commercial Agency is looking for Managed Service Providers (MSPs) who can lead a panel of FCA regulated Debt Collection Agencies (DCAs).
Yes, it's about debt recovery.
But it's also about managing relationships, data-driven strategies and ethical practices.
The contract covers debt collection services across the North West, with a total framework value of £650 million over three to four years.
The aim is to ensure debt is collected sustainably and fairly, with particular emphasis on the ethical treatment of vulnerable consumers.
Think about the framework, not a single job
You're competing for a place on a framework, not a specific contract.
This means you need to think long-term.
Winning a place means being ready to provide services when called upon, but it doesn't guarantee work.
You need to demonstrate that you can manage a panel of DCAs and deliver consistent, high-quality service across multiple call-offs.
Create a strategy for sustainable debt collection
One of the key points in this framework is the focus on sustainable debt collection.
If I were writing this tender, I'd emphasise my ability to use data to develop effective debt recovery strategies.
It's not just about collecting debt.
It's about doing so in a way that's fair and responsible, particularly when dealing with vulnerable consumers.
Pay attention to what they say
The buyer has made it clear that "identification and ethical treatment of vulnerable consumers" is a priority.
This isn't just a passing mention.
It's a core part of the framework.
I'd build my submission around how my processes ensure fair treatment, with evidence to back it up.
Show how you manage the panel effectively
Managing a panel of DCAs isn't a small task.
You'll need to show how you can oversee their performance, ensuring they meet the standards set by the framework.
Talk about how you monitor, evaluate and improve performance over time.
It's about ensuring quality consistently, not just at the start.
Evidence always beats promises
When you're bidding for a place on this framework, promises aren't enough.
You need evidence.
- Examples of successful debt recovery strategies
- Data analysis capabilities
- Case studies demonstrating ethical debt collection
- Processes for handling vulnerable consumers
Direct award and further competition
Winning a place on the framework is just the first step.
Work can be awarded through direct awards or further competition.
To be selected for direct awards, you'll need to be easy to find and known for reliable, fair service.
For further competition, be ready to respond quickly with tailored proposals.
Don't overreach with the lots
If there are multiple lots, focus on the ones where you can genuinely deliver.
Trying to cover too much can lead to overstretching.
It's better to be strong in a few areas than mediocre in many.
Consistency over the whole term
One thing I'd focus on is how to maintain standards across the entire framework duration.
This isn't a short-term contract.
It's about delivering reliable service over several years, potentially up to 2031.
Consider staffing, training and ongoing performance reviews to keep quality high.
My Final Thoughts
The Government Commercial Agency isn't just looking for debt collectors.
They're looking for partners who can manage debt ethically and sustainably, with a strong focus on vulnerable consumers.
This framework is valued at £650 million and runs from March 2027 to 2030, with the option to extend to 2031.
Quality and ethical practices are likely weighted heavily.
That's what I'd focus on in my submission.
