A practical guide to understanding what the buyer really wants and how to build a winning response.

This isn't just a refurbishment

When you look at this tender, don't just see bricks and mortar.

Yes, it's about transforming Old Barton Primary.

But it's really about creating a welcoming, functional environment for Medina House School.

The contract involves modernising the school, including a new heating system, new classrooms and a catering kitchen.

Remember, it's not just about the build. It's about the future of education for the pupils who'll walk those corridors.

That's the mindset you need.

Two options, one chance

The council has asked for two pricing options: Option A and Option A+B.

This reflects potential budget constraints.

Option A+B is the full package. Option A is a scaled-back version if funds are tight.

Submit prices for both.

Otherwise, your bid could be out.

But think about this from their perspective. They want maximum value within their budget.

Your pricing needs to reflect that understanding.

Pay attention to what they say

The buyer makes it clear.

This isn't just about the lowest price.

They're looking for value.

Yes, the budget is a consideration, but the quality of work is paramount.

If I were evaluating bids, I'd be looking for evidence of past projects where quality didn't suffer, even with budget constraints.

Think about the people using the space

Medina House School will serve a new community.

The children, teachers and staff will be the ones using the space every day.

How will your work make their lives better?

Will the new classrooms and facilities support learning and teaching effectively?

That's what I'd build my submission around.

Evidence always beats promises

One thing I've learned is that buyers need proof, not just claims.

If you're promising seamless integration of new systems, show where you've done it before.

Some evidence you might consider:

  • Case studies from similar projects
  • Testimonials from past clients
  • Examples of overcoming budget constraints without compromising quality
  • Awards or recognitions in the sector

Don't underestimate the time frame

This contract runs from January to August 2027.

A tight window to complete works before the school opens.

Have a solid plan.

Detail how you'll manage timelines and ensure everything is ready by September.

The school can't open late.

Show how you'll manage the project

Project management is key here.

How will you ensure that the project runs smoothly?

Think about:

  • Communication with the council
  • Coordination with subcontractors
  • Regular updates and meetings
  • Problem-solving methods

This isn't just about construction. It's about delivering peace of mind.

One thing I'd keep reminding myself

This is about more than just construction.

It's about the pupils who'll benefit from these improvements.

Keep them in mind.

Every decision, every detail should be rooted in creating a better learning environment.

Common mistakes

Avoid submissions that:

  • Only focus on construction without considering the end-users
  • Fail to provide prices for both options
  • Ignore the importance of project management
  • Lack evidence of past successful projects
  • Overlook the critical completion date
  • Assume the lowest price will win

My Final Thoughts

The Isle of Wight Council is looking for a partner they can trust to deliver on a £1,300,000 project.

It's about value, not just cost.

The quality of your written submission is crucial here, as this will demonstrate your understanding of the project's real impact.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
