A practical guide to understanding what the buyer really wants and how to build a winning response.

It's not just about refurbishment

When you look at this tender, the immediate focus might be on the refurbishment of the Vitality Suite.

But there's more to it.

Armagh City, Banbridge and Craigavon Borough Council are looking for a partner that can handle the complexity of integrating mechanical and electrical upgrades with minimal disruption.

The contract covers refurbishing the Vitality Suite, including stripping out the existing suite, forming new partitions, and installing new facilities like a sanarium, plunge pools, and showers.

It also involves mechanical and electrical upgrades throughout the facility.

Think about the users of the centre

The end users here are the community members who use the Orchard Leisure Centre.

Their experience is what this project is ultimately about.

If I were evaluating bids, I'd be looking for how well the contractor understands the importance of keeping disruption to a minimum.

Leisure centres are busy places.

They can't afford to have long periods where facilities are unavailable.

Don't underestimate the importance of mechanical and electrical

It's easy to focus on the visible changes like new walls and pools.

But the mechanical and electrical upgrades are crucial.

These are the backbone of the facility.

Reliable and efficient systems mean a better experience for users and lower running costs for the council.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

If you have evidence, use it.

  • Past projects where you've managed complex refurbishments
  • Testimonials from clients who appreciated your minimal disruption approach
  • Metrics showing the efficiency of your mechanical and electrical systems

Show your management plan for the whole term

Consistency is key.

I'd expect to see plans detailing how you'll maintain high standards throughout the year-long project.

How will you cover for staff absences or unexpected issues?

What processes ensure quality control from start to finish?

These are the details that reassure a buyer.

Pay attention to what they mention twice

The notice makes it clear that the award will be based on the Most Advantageous Tender, considering both price and quality.

They've emphasised this by noting it in the award criteria.

Quality isn't just a tick-box exercise here.

It's a significant part of how they'll decide.

Remember, it's a public space

Leisure centres are public venues, and the council will be very conscious of public perception.

If I were writing this tender, I'd be highlighting how my work would enhance the facility's appeal and functionality.

How will your upgrades make it a more attractive and comfortable space for the community?

One thing I'd keep reminding myself

The people using the Orchard Leisure Centre aren't interested in the technicalities of refurbishment.

They care about having a space that's open, safe, and enjoyable.

I'd keep asking myself, "Does this decision make life better for the users?"

Common mistakes

Avoid submissions that:

  • Ignore the impact of refurbishment on centre operations
  • Overlook the importance of mechanical and electrical upgrades
  • Fail to provide evidence of past successful projects
  • Neglect to address quality control measures
  • Assume price alone will win the contract
  • Lack a clear plan for managing the project over its duration

My Final Thoughts

What Armagh City, Banbridge and Craigavon Borough Council really want is a partner who can deliver a seamless upgrade to their leisure centre.

The contract is valued at £2,400,000 for a year and a day, emphasising a significant investment in quality.

The weighting on quality in the Most Advantageous Tender criteria means your written submission needs to shine.

Show them how you'll make the Orchard Leisure Centre a better place for everyone who walks through its doors.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
