A practical guide to understanding what the buyer really wants and how to build a winning response.

The biggest clue isn't just the renovation

When you read the tender documents, it's easy to focus on the renovation itself.

But look deeper.

Stotfold Town Council isn't just renovating a toilet block. They're preserving a piece of history with its heritage asset status.

So, this isn't just about construction.

It's about careful restoration and compliance with heritage considerations.

You'll be renovating the toilet block to provide two unisex WCs, including one that's DDA compliant, integrating solar panels and addressing structural issues.

Heritage status changes everything

The non-designated heritage asset status is crucial here.

It means your approach needs to respect and preserve the character of the building.

I'd want to see evidence of your experience with heritage projects.

How have you respected historical integrity in past projects?

That's what the evaluators will be looking for.

Pay attention to what they say

Stotfold Town Council has been clear about a few things.

First, the budget.

They've set it at approximately £190,000-£210,000, including VAT. But they reserve the right not to proceed if tenders exceed this.

And second, the structural issues.

These need careful attention.

Include a plan on how you'll address them in your submission.

Think about planning permissions

A planning application is required for these works.

It's essential to show you understand this process and can navigate it effectively.

Do you have a track record of securing planning permission for similar projects?

If I were evaluating, I'd want to see that.

Solar panels and sustainability

Integrating solar panels and battery systems isn't just a technical requirement.

It's about sustainability and future-proofing.

Highlight your expertise in renewable energy installations.

Evidence of past successes will be invaluable here.

Consistency over the contract term

Remember, this isn't a one-off project.

It's a commitment to deliver consistent quality throughout 2027.

I'd be looking for details on how you'll maintain standards, manage timelines and handle unexpected issues over the contract term.

Evidence always beats promises

One thing I noticed in the public sector is that evidence always outweighs promises.

Show, don't just tell.

Include examples and case studies of previous projects that demonstrate your ability to deliver on time and within budget.

Consider including:

  • Testimonials from previous clients
  • Case studies of similar projects
  • Records of past projects completed on time and within budget

Local understanding matters

This project is in the East of England.

Understanding local nuances and regulations can make all the difference.

If you have local experience, emphasise it.

It shows you know the area and its unique challenges.

Avoid submissions that:

  • Ignore the heritage status of the building
  • Exceed the stated budget without justification
  • Lack evidence of experience with planning applications
  • Fail to demonstrate expertise in solar panel installations
  • Overlook the structural issues identified in the survey
  • Provide generic responses not tailored to this specific tender

My Final Thoughts

Stotfold Town Council is looking for more than just a contractor.

They want a partner who understands the importance of heritage, sustainability and local context.

With a contract value of £168,000 and a focus on quality, your written submission carries significant weight.

Deliver a response that respects these priorities, and you'll be well-positioned to win.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
