A practical guide to understanding what the buyer really wants and how to build a winning response.

When I first look at a tender, I ask myself what the buyer really needs. Here, the London Borough of Hackney is looking beyond just moving passengers from A to B. They're seeking a partner to support their community, providing safe, reliable and compassionate transport for some of their most vulnerable members.

The contract covers home-to-school transport for SEND children and young people, as well as ad-hoc journeys for Looked After Children and Vulnerable Adults. It includes everything from minibuses to taxis and it's all about ensuring these individuals reach their destinations safely and comfortably.

Think about the people, not the vehicles

It's easy to focus on the logistics—vehicles, routes, schedules. But remember, this framework is about people. The children and adults being transported have specific needs and vulnerabilities. If I were evaluating bids, I'd look for responses that truly understand and address these needs.

  • How will you ensure drivers and passenger assistants are trained in safeguarding?
  • What measures will you take to guarantee a caring and professional service?
  • How will you adapt to the unique requirements of each passenger?

These are the questions I'd want answered.

Don't underestimate safeguarding

The notice is clear—comprehensive safeguarding training is non-negotiable. This isn't just about ticking boxes. It's about ensuring everyone involved in the transport process understands their role in protecting vulnerable passengers.

I'd ensure my bid outlines robust safeguarding protocols, evidence of training programmes and ongoing assessment processes.

Show your commitment to sustainability

Hackney is serious about emissions. Suppliers are required to transition their fleets to lower-emission vehicles, with a focus on battery-powered options. This isn't just a nice-to-have; it's a must-have.

If I were writing this tender, I'd detail my current fleet's emissions, my plan for transitioning to greener alternatives and how I align with the Council's environmental goals.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service. Very few proved it.

Provide evidence of your past performance and accreditations. Show how you've successfully managed similar contracts and met client expectations.

  • Performance metrics from previous contracts
  • Certifications and compliance records

Don't get distracted by the framework size

Yes, it's a £20 million contract, but it's also split into two lots with specific requirements. You can apply for one or both, but remember, it's not about how many lots you apply for—it's about how well you demonstrate your suitability for the lot you're interested in.

Lot 1 focuses on home-to-school transport for SEND children, while Lot 2 is about ad-hoc journeys for Looked After Children and Vulnerable Adults. Tailor your response to the lot's specific needs.

Consistency is key

This framework runs potentially until 2031, so the Council will be looking for suppliers who can maintain high standards over time. Consistency is crucial.

How will you manage staff absences and turnover? How will you ensure continuous training and development? I'd want to see plans for regular performance reviews and quality checks.

Pay attention to what they mention twice

The notice mentions compliance with TfL taxi licensing and emissions regulations multiple times. This isn't a hint—it's a requirement. Make sure you show how you're already compliant or how you plan to become compliant before the contract starts.

One thing I'd keep reminding myself

At the heart of this tender are the children and adults who rely on these services. They're not just passengers; they're individuals with their own stories and challenges. Every part of your response should reflect a deep understanding of this.

Common mistakes

Avoid submissions that:

  • Ignore the specific needs of SEND children and vulnerable adults
  • Fail to provide evidence of comprehensive safeguarding training
  • Overlook the importance of transitioning to lower-emission vehicles
  • Offer generic solutions rather than tailored responses to each lot
  • Focus solely on logistics without addressing the human aspect
  • Lack evidence of past performance and compliance

This framework is about trust as much as it is about transport. Hackney is looking for partners who can deliver more than just a ride—they want a service that respects, protects and enhances the lives of their passengers.

With a value of £20 million and a quality weighting of 100%, your written submission must shine. It's not about being the cheapest; it's about being the best fit. Show them you're not just a transport provider, but a community partner.
