A practical guide to understanding what the buyer really wants and how to build a winning response.

Don't underestimate one word in the title

This isn't just about replacing a roof.

It's about ensuring the safety and integrity of Monnow Ward at Bronllys Community Hospital.

That’s a big deal.

The roof is currently in poor condition, with water ingress and a fragile roof deck. You’ll need to remove the existing waterproofing system and replace it with a new Alumasc flat roofing system, complete with all the necessary components. This is about more than just maintenance. It’s about ensuring the safety and comfort of patients and staff.

Think about the people underneath the roof

This is a hospital ward.

Not just any building.

The people below this roof include patients, healthcare professionals and support staff.

They're worried about safety, noise, disruption and continuity of care.

If I were evaluating bids, I'd be looking for a contractor who understands the sensitivity of working in a hospital environment.

Pay attention to what they say

The tender mentions several specific requirements.

The roof needs to remain weather-tight throughout the works. That's crucial.

Also, there’s a need to consider "safe access and edge protection, structural loading capacity, storage of materials at roof level, roof plant/services, drainage and falls".

These aren't just procedural notes.

They’re priorities.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

If you have evidence, use it.

  • Previous projects in hospital settings
  • Testimonials from healthcare clients
  • Examples of maintaining operations during construction
  • Innovations in managing noise and disruption

Show how you'll make life easier for the Health Board

Every contract creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd be explaining how my management processes make life easier for the Health Board staff.

How do you handle communication, scheduling and problem-solving?

Remember who you're trying to convince

This isn't just about construction.

It's about delivering a safe, reliable environment for healthcare.

The Health Board needs to trust you.

Your submission should reflect that understanding.

Consistency is key over the whole term

The project runs from 1 December 2026 to 31 March 2027.

Consistency will be vital.

Think about staffing, inspections and performance reviews.

How will you ensure standards don't slip?

I'd want to see exactly what happens when there's bad weather or unexpected delays.

Don't get distracted by the size of the contract

Yes, it's a £90,000 contract.

But the impact is far more significant.

A hospital ward needs a roof that won't fail.

It's about peace of mind for everyone involved.

Common mistakes

Avoid submissions that:

  • Assume hospital access is straightforward
  • Overlook the specific requirements for weather-tightness
  • Ignore the hospital environment's sensitivity
  • Lack evidence of past healthcare sector experience
  • Fail to address noise and disruption management
  • Don't mention staff continuity plans
  • Assume the Health Board will chase for updates

My Final Thoughts

This isn't just a roofing job.

It's a responsibility.

Powys Teaching Health Board isn't just looking for a contractor. They're looking for a partner they can trust with the safety of their hospital ward.

At £90,000, this contract is significant not just for its value, but for the trust it represents. The buyer has set clear priorities and quality will likely weigh heavily in their decision. Focus your written submission on those priorities, and you'll stand out.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
