A practical guide to understanding what the buyer really wants and how to build a winning response.

Think about the fire stations, not just the doors

When you first glance at this tender, it might seem like it's all about maintaining doors and gates.

But it's really about ensuring that the London Fire Brigade can operate without disruption.

Every door and gate has to function flawlessly because every second counts in an emergency.

The contract covers a wide range of services, from appliance bay doors to vehicle access systems and includes both planned and reactive maintenance.

It's not just about fixing things when they break.

It's about keeping everything running smoothly so that firefighters have one less thing to worry about.

Pay attention to what they say

The London Fire Commissioner has been clear about their priorities.

They need reliability and responsiveness.

The requirement for a 24/7/365 reactive maintenance service underscores this.

It tells me they're looking for a partner who can be trusted to respond at a moment's notice.

They also mention managing Planned Preventative Maintenance (PPM) schedules.

This indicates they want a proactive approach, not just a reactive one.

Your submission should reflect an understanding of these needs.

Don't underestimate the complexity

This isn't just about maintaining a few doors and gates.

It's a complex contract that includes powered and manually operated systems, vehicle barriers, hydraulic bollards and more.

You'll need to show that you can handle this complexity.

Explain how you'll manage and deliver PPM schedules for all these different components.

Demonstrate your capability to provide emergency call-out services when things go wrong.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver excellent service.

Very few proved it.

If you have evidence, use it.

  • Share case studies of similar contracts you've managed
  • Provide testimonials from satisfied clients
  • Include performance metrics from previous projects
  • Show examples of your PPM schedules in action

Show how you'll make life easier for the Commissioner

Every contract creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd be explaining how my management processes make life easier for the Commissioner.

For example, how will you ensure seamless communication?

How will you minimise disruptions during maintenance activities?

Reliability is what they're buying

Yes, you're maintaining doors and gates.

But what they're really buying is peace of mind.

They need to know that when they call you at 3 a.m. for an emergency repair, you'll be there.

Your response should emphasise your reliability and commitment to service.

How do you ensure coverage if a team member is ill?

What systems do you have in place to guarantee rapid response times?

Remember the people behind the contract

It's easy to get caught up in the technical details.

But remember, this contract is about supporting the people who protect London.

Think about the firefighters who rely on those doors and gates every day.

Your job is to make their job easier.

That's what I'd keep reminding myself as I write my response.

Common mistakes

Avoid submissions that:

  • Focus solely on technical specifications and ignore operational impact
  • Overlook the importance of 24/7 reactive maintenance
  • Fail to demonstrate experience with similar complex systems
  • Skimp on evidence of past performance
  • Ignore the need for seamless communication with the client
  • Assume that price is the only deciding factor
  • Underestimate the importance of proactive maintenance

My Final Thoughts

The London Fire Commissioner has made it clear they're looking for reliability and responsiveness.

With a contract value of £3,702,041, it's a significant investment.

Your written submission needs to reflect the importance of quality and the ability to deliver both planned and reactive services seamlessly.

Emphasise your track record, your commitment to supporting the emergency services and your capability to manage a complex maintenance schedule.

Quality is what will set you apart.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
