A practical guide to understanding what the buyer really wants and how to build a winning response.

This isn't just about roofs

When I first look at a tender, I try to see beyond the obvious.

Lancaster City Council isn't just fixing roofs.

They're safeguarding homes.

This contract covers re-roofing of council-owned properties in the North West for their 2026/27 program.

It's about ensuring residents feel secure, dry and comfortable, no matter the weather.

That's the real objective here.

Think about the people living underneath the roof

Every property has its own story.

And behind every roof, there's a family or individual relying on it.

While you're focused on the technicalities, remember the end-users.

They're concerned about disruption, safety and the quality of work.

If I were writing this bid, I'd show empathy for the residents.

Explain how you'll minimise disruption and respect their homes.

Pay attention to what they say

Lancaster City Council is clear about what matters.

The contract value is £540,000.

And it runs from 29 January to 29 July 2027.

That means efficiency and timeliness are key.

They want a contractor who can deliver quality work within that timeframe.

Quality always matters more than just ticking boxes.

Don't get distracted by the size of the contract

£540,000 might seem significant.

But it's not just about the money.

The council is investing in the community.

They're looking for someone who sees the bigger picture.

Someone who understands the importance of delivering on time and to a high standard.

That's what I'd emphasise.

Show how you'll make life easier for the council

Every project creates demands on the buyer.

They'll want a contractor who reduces their workload.

Demonstrate how your management processes make life easier for them.

Whether it's regular updates or proactive problem-solving, show you're a partner, not just a supplier.

Evidence always carries more weight than promises

One thing I noticed when I worked in the public sector was that everyone promises excellence.

But few prove it.

If you have evidence of similar projects, use it.

  • Case studies of successful re-roofing projects
  • Testimonials from satisfied clients
  • Certifications or accreditations relevant to roofing

Remember who you're trying to convince

It's easy to get lost in the technical details.

But remember, your submission will be read by people.

Not machines.

Write clearly and convincingly.

Make it easy for them to see why you're the right choice.

Holding standards over the whole term

Consistency is challenging.

But it's crucial.

Think about how you'll maintain standards from day one to the end of the contract.

How will you handle staff absences or unexpected supply chain issues?

I'd want to see plans that show resilience and reliability.

Common mistakes

Avoid submissions that:

  • Overlook the end-users and their concerns
  • Fail to provide evidence of past successes
  • Ignore the importance of timely delivery
  • Overpromise without clear plans to deliver
  • Miss the human element in communication
  • Lack clarity in explaining processes
  • Don't address potential risks and solutions

My Final Thoughts

Lancaster City Council is looking for more than just a roofing contractor.

They're looking for a partner who understands the significance of this work.

With a contract value of £540,000 for a six-month period, quality and efficiency are paramount.

The council isn't just buying a service.

They're investing in their community's well-being.

Your written submission should reflect this focus on quality, as the tender likely places significant weight on it.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
