A practical guide to understanding what the buyer really wants and how to build a winning response.

It's not just about the food

When you first glance at this tender, you might think it's all about delivering food to two schools.

But that's just the start.

Educo is looking for a partner who can be trusted to deliver a seamless catering service across both Heartlands High School and The Grove School.

The contract covers providing meals to students and staff, ensuring that dietary needs are met and maintaining high standards of food safety and hygiene.

Think about the students and their needs

Students are the primary users of this service.

They need nutritious, balanced meals that support their learning and development.

Think about what matters to them: variety, taste and perhaps options for dietary restrictions.

If I were putting together a response, I'd focus on how my service can contribute to their wellbeing and educational experience.

What most bidders will say, and why that's not enough

Many bidders will talk about their delicious menus and quality ingredients.

That's a given in any catering tender.

What will set you apart is how you demonstrate your understanding of the schools' needs and your ability to adapt your service accordingly.

Talk about your experience in educational settings.

Show how you've successfully managed similar contracts.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

Provide evidence of your past success in catering within schools.

  • Testimonials from previous educational clients
  • Case studies showing how you've met specific needs
  • Awards or recognitions that highlight your service quality
  • Performance metrics from similar contracts

Pay attention to what they say about safeguarding

Educo puts significant emphasis on safeguarding.

Your safeguarding policy isn't just a box to tick.

It's a critical part of your response.

They want to see a declaration that your organisation is committed to protecting all individuals from harm, irrespective of their background.

If I were evaluating bids, I'd look for clear, actionable commitments in this area.

Consistency over the long haul

Delivering a high-quality service consistently over a multi-year contract is challenging.

The contract runs from December 2026 to December 2029, with an option to extend to 2031.

I'd be showing how I maintain standards over time.

How do you handle staff turnover, training and quality control?

What's your approach to continuous improvement?

Make life easier for Educo

Remember, every contract creates work for the client.

The best contractors reduce that workload.

Explain how your management processes make life easier for the schools' administration.

Do you have systems in place to handle emergencies or last-minute requests?

How do you communicate with clients to keep them informed without overwhelming them?

Don't forget the local context

Both Heartlands High School and The Grove School are in London.

This means you might face challenges like traffic or delivery logistics.

Acknowledge these challenges and explain how you'll manage them.

Local knowledge can be a big advantage.

Common mistakes

Avoid submissions that:

  • Overlook the importance of safeguarding policies
  • Focus solely on food quality without addressing service management
  • Fail to provide concrete evidence of past success
  • Ignore the specific needs of students and staff
  • Neglect the logistical challenges of delivering in London
  • Lack a clear plan for maintaining service consistency over the contract term

My Final Thoughts

Remember, Educo is looking for more than just a caterer.

They're looking for a partner who can support the educational environment at Heartlands High School and The Grove School.

With a contract value of £2,336,000 and a potential duration of up to five years, this represents a significant opportunity.

Quality is key, and it's likely to carry substantial weight in the evaluation.

Focus your written submission on demonstrating how you'll deliver a consistently high-quality service that meets the Trust's needs.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
