A practical guide to understanding what the buyer really wants and how to build a winning response.

Think about what Higham Ferrers Town Council really wants

This isn't just about remodelling a skateboard park.

It's about creating a safe, enjoyable space for the local community, especially young skateboarders.

If your response focuses solely on the technical aspects, it might blend in with the rest.

The council is looking for a contractor to supply all materials, construct and manage the remodelling works at the Saffron Road Recreation Ground.

They want the project completed from 25 November 2026 to 31 March 2027.

But what they really want is a reliable partner who will make sure the park serves its community well.

Safety is non-negotiable

Safety should be at the forefront of your proposal.

The park is used by children and young people.

They need assurance that the remodelling will minimise risks.

Include detailed safety measures you will implement during the project.

Think about how you'll keep the site secure and safe for users and workers alike.

Pay attention to what they say

Higham Ferrers Town Council has a clear budget of £24,000.

But the total project value is £30,000.

This suggests they might be looking for more than the basics.

The council requires a breakdown of the materials specification and construction elements, with costs specified.

Be meticulous about providing this.

They've also asked for cost options for two finishing materials.

Make sure you address both options, providing clear comparisons.

Look at the logistics

Access to the site is from Vine Hill Drive and the sports pavilion car park.

This car park can be sectioned off for your materials and equipment.

If I were writing this tender, I'd be clear about my approach to site logistics.

How will you manage the space?

What will your mobilisation look like?

Evidence always beats promises

One thing I noticed when I worked in the public sector was that most bidders promised excellent delivery.

Few backed it up with evidence.

If you have past projects, especially in park or recreational space construction, highlight them.

  • Client testimonials
  • Project case studies
  • Photos of completed works

These will carry weight.

Understand the community impact

Remember, this isn't just a construction project.

It's about improving a community space.

How will your work benefit the local community?

Think about the end users — the skateboarders.

What will make their experience better?

Reflect this in your submission.

Keep consistency over the whole term

The project duration is fixed.

You'll be working through the winter months.

How will you ensure consistency in your work despite potential weather challenges?

Consider staffing, equipment and contingency plans.

That's what I'd be thinking about.

Address the environmental impact

The council's choice of finish — bonded mulch or grass matting — suggests a consideration for the environment.

Highlight any environmentally friendly practices you'll use.

Consider the impact of materials and processes on the local environment.

One thing I'd keep reminding myself

At the end of the day, it's about creating a space that's safe, functional and appreciated by the community.

I'd keep asking myself, "Will this make a positive difference for the people who use this park?"

That question should guide your response.

Common mistakes

Avoid submissions that:

  • Ignore the budget constraints and don't justify costs
  • Fail to provide both finish options as requested
  • Overlook the logistical challenges of site access
  • Don't include evidence of past experience with similar projects
  • Neglect safety measures for both workers and users
  • Ignore the environmental considerations of the finishes
  • Lack a clear plan for maintaining project momentum during winter months

My Final Thoughts

Higham Ferrers Town Council isn't just looking for a contractor to remodel a skateboard park.

They're looking for a partner to enhance a community space.

The project value is £30,000, with a clear budget allocation of £24,000.

This means your proposal must offer value for money while delivering quality.

The council's emphasis on detailed cost breakdowns and finish options highlights the importance of transparency and choice in your submission.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
