Don't just think about employment — think about transition

At first glance, this tender might seem like it's all about getting people into jobs. But it's much more than that.

NHS England is looking for a partner who understands the unique challenges faced by the Armed Forces community transitioning to civilian roles. This isn't just about filling positions. It's about easing a significant life change.

The contract covers a comprehensive programme that includes employer engagement, candidate support, recruitment pathways, mentoring, work placements and more. A supplier with a holistic approach will stand out.

Remember the human element

This isn't just a numbers game. It's about people.

The Armed Forces community has specific needs and challenges. If I were evaluating bids, I'd be looking for evidence that you understand those needs.

Think about the anxieties and barriers to employment they might face. Address how your programme will support their transition, not just their employment.

Mentoring is a crucial part of this programme.

It's not just about matching candidates with mentors. It's about creating meaningful, supportive relationships that help candidates thrive.

Explain how you will select, train and support mentors. How will you ensure these relationships are beneficial for both mentors and mentees?

Think about the long-term impact

Yes, this is a contract with a set duration. But the impact of your work should last well beyond that.

I'd want to know how you plan to ensure continuity and sustainability of the programme's benefits. How will you measure success over time? What systems will you put in place to track outcomes?

One thing I'd keep reminding myself

The end goal isn't just employment. It's successful integration into civilian life.

Every part of your proposal should be centred around this. Ask yourself: does this help candidates transition smoothly and thrive in their new roles?

Consistency is key

Maintaining high standards over the whole term of the contract is vital.

Consider how you will handle staff absence, annual leave and recruitment. What will your performance reviews and inspections look like? Consistency is the hardest thing to deliver, and buyers know it.

Show how you'll make life easier for NHS England

Every contract creates work for the client. The best contractors reduce that workload.

If I were writing this tender, I'd be explaining how my management processes make life easier for NHS England. How will you keep communication clear and effective? How will you report progress and issues?

Common mistakes

Avoid submissions that:

  • Focus solely on employment numbers without addressing transition support
  • Lack clear evidence of past success with similar programmes
  • Neglect the importance of stakeholder engagement
  • Overlook the mentoring component of the programme
  • Fail to demonstrate a sustainable, long-term impact
  • Ignore the specific needs of the Armed Forces community
  • Have no plan for maintaining standards consistently over time

NHS England is looking for more than just a service provider. They're looking for a partner who will support the Armed Forces community in their transition to civilian life.
