A practical guide to understanding what the buyer really wants and how to build a winning response.

Don't Get Distracted by the Vehicle Count

This tender isn't just about moving vehicles.

It's about providing a seamless service that keeps Bradford's roads clear and ensures council operations aren't disrupted.

Think about it.

The contract involves two distinct lots: recovery of vehicles seized by the Council and recovery of Council's own vehicles.

But what the buyer is really looking for is reliability.

Reliability in being available 24/7, 365 days a year.

Think About What the Council Worries About

When I worked in the public sector, one thing was always clear.

Councils hate surprises.

They need to know that when a vehicle needs recovering, it will be done quickly and efficiently.

If I were evaluating bids, I'd be looking for:

  • Guaranteed response times
  • A proven track record of reliability
  • Robust contingency plans

That's what would give me confidence in a bidder.

Remember, It's About People Too

Behind every vehicle recovery, there’s a person or a team waiting for the job to be done.

Council officers, police, local residents.

Each has a stake in the process going smoothly.

Your response should reflect that awareness.

Make it clear how you'll communicate with everyone involved.

How you'll keep them informed at every stage.

Evidence Always Beats Promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

If you have evidence, use it.

Examples of relevant evidence could include:

  • Case studies of similar contracts
  • Testimonials from previous clients
  • Performance metrics showing your success rates

Pay Attention to What They Say

The Council is very clear on one point.

Service availability is non-negotiable.

You need to be available 24 hours, every day of the year.

They’re not just saying it for effect.

This requirement is the backbone of the service.

If I were writing this tender, I'd make sure my plan for 24/7 coverage was watertight.

Show How You'll Manage the Contract Over Time

Consistency is key.

How will you maintain standards over a four-year term, potentially extending to six years?

Think about:

  • Staff training and retention
  • Regular performance reviews
  • How you'll handle staff absences

These are the details that will reassure the Council you’re the right choice.

One Thing I'd Keep Reminding Myself

This isn't just a logistics exercise.

It's a partnership.

A partnership with the Council to keep Bradford moving smoothly and safely.

Every time you draft a response, ask yourself:

"Does this make the Council's job easier?"

Common mistakes

Avoid submissions that:

  • Fail to demonstrate 24/7 availability and how it will be maintained
  • Lack evidence of past success in similar roles
  • Omit clear response times for vehicle recoveries
  • Overlook the importance of communication with stakeholders
  • Ignore the need for robust contingency plans
  • Underestimate the importance of staff management and retention

My Final Thoughts

What the City of Bradford Metropolitan District Council is really looking for is a partner.

A partner that can provide reliable vehicle recovery services across the district without fail.

With a contract valued at £1,666,666 and potentially extending over six years, the emphasis is clearly on quality and dependability.

Remember, quality will be a significant part of this decision, so your written submission carries weight.

Make sure it counts.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
