A practical guide to understanding what the buyer really wants and how to build a winning response.

The real focus isn't just the defibrillators

When we think about this framework, it's easy to focus solely on the Automated External Defibrillators (AEDs).

But what Team Leidos is really buying is reliability and support.

The equipment is just one part of the equation.

They're looking for partners they can trust to support the UK Ministry of Defence over the long term.

The framework covers the supply and support of AEDs for the UK MoD, with a total estimated value between £100,000 and £250,000 over four years.

Winning a spot on this framework is about more than just providing equipment.

It's about proving you can deliver consistent support.

Framework means no guaranteed work, but a chance for ongoing business

This isn't a one-time contract.

It's a framework.

You're competing for a place on a list of approved suppliers.

Once you're on that list, you might be called upon to deliver AEDs.

Or you might not.

There's no promise of work.

But there's an opportunity for multiple call-off contracts over the framework's four-year term.

Think of it as laying the groundwork for potential future business.

Pay attention to what they say

Team Leidos is clear about what matters.

The notice mentions the "potential requirement for the Supply & Support of Automated External Defibrillators".

That means they're not just interested in the AEDs themselves.

They're interested in how you'll support them.

They need reliability in both supply and ongoing maintenance.

That's what I'd focus on.

Don't just sell AEDs. Sell assurance.

The Ministry of Defence needs assurance that their AEDs will function when needed.

That means maintenance, training and swift replacements if necessary.

If I were evaluating bids, I'd be looking for:

  • Proven track record in supporting life-saving equipment
  • Systems for regular maintenance and checks
  • Training programmes for end users
  • Fast response times for repairs or replacements

Assurance is what they're really buying.

Evidence always beats promises

If you're going to claim you can deliver excellent support, back it up with evidence.

Show them you've done it before.

  • Case studies from similar contracts
  • Client testimonials
  • Performance metrics
  • Service level agreements you adhere to

Proven capability is compelling.

Think about the people relying on these devices

The end users here are the UK Armed Forces.

In high-pressure situations, they need to trust that their AEDs will work every time.

I'd want to see how you'll ensure reliability and peace of mind for these users.

How will you make sure every device is ready to go at a moment's notice?

That's a question worth answering clearly.

Consistency over the whole term

One thing I'd keep reminding myself is that this framework runs for four years.

Consistency is crucial.

I'd be laying out my plans for:

  • Regular maintenance schedules
  • Staff training updates
  • Contingency plans for supply chain disruptions
  • How you'll handle staff absences or turnover

Consistency is the hardest thing to deliver, and buyers know it.

My Final Thoughts

This isn't just about supplying AEDs.

It's about building trust through reliable support.

Team Leidos wants partners who can deliver for the UK MoD consistently over four years.

The framework value is between £100,000 and £250,000, but remember, being on the framework doesn't guarantee any revenue.

That means your written submission is crucial.

It's your chance to show why you're the reliable partner they need.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
