A practical guide to understanding what the buyer really wants and how to build a winning response.

Think about what Yorwaste is really buying

Yes, it's bulk haulage.

But what Yorwaste is really buying is reliability in their waste management operation.

They need a partner who can ensure smooth, seamless transportation of non-hazardous waste.

From their transfer stations in North Yorkshire to the designated delivery points.

The contract covers various waste streams: mixed municipal waste, bulky waste, glass, plastics, cans, paper, card, green waste, wood and compost.

This isn't just about moving waste.

It's about maintaining the efficiency of Yorwaste’s infrastructure.

Understand the importance of location

The tender is divided into lots by geographic area: Seamer Carr and Whitby, Kirby Misperton and Halton East.

Each site has its own challenges and operational needs.

If I were bidding, I'd be focusing on the specific logistical nuances of each site.

Why?

Because each lot will be evaluated independently.

Highlighting your local knowledge and ability to service each site effectively could set you apart.

Reliability is key

Remember, waste management is a critical service.

Yorwaste needs to know that their partner can be relied upon, day in and day out.

If I were evaluating bids, I'd be looking for evidence of reliability.

Past performance metrics, client testimonials and case studies that demonstrate your track record.

Show them that you won’t let them down.

Pay attention to what they say

One thing that stands out is that Yorwaste mentions "no warranty or guarantees as to the accuracy or level of volumes".

This tells me they need flexibility.

You need to demonstrate how your operation can adapt to fluctuating volumes without compromising service.

They also mention the Most Advantageous Tender (MAT) basis.

This isn't just about price.

Quality and reliability will carry significant weight in their decision.

Evidence always beats promises

Every bidder will claim they can do the job.

But how many will prove it?

If I were writing this tender, I'd include concrete evidence:

  • Client references from similar contracts
  • Statistics on service delivery and performance
  • Details of how you've handled unexpected challenges
  • Testimonials from other clients in the waste sector

Evidence builds trust.

Show how you'll make life easier for Yorwaste

This is something bidders often miss.

Every contract creates work for the client.

The best suppliers reduce that workload.

Think about how your management processes can make life easier for Yorwaste.

Will you provide a dedicated account manager?

How will you handle communication and reporting?

Make it clear how you'll integrate seamlessly with their operations.

Don't underestimate the importance of contingency planning

Yorwaste has a primary disposal facility and a network of contingency sites.

This means they want security of service.

Show them how you’ll handle any disruptions.

Whether it's a vehicle breakdown, adverse weather or unexpected volume spikes.

I'd want to see exactly what happens when something goes wrong.

Consistency over the whole term

Delivering consistently over the contract term is a major challenge.

Consider how you'll maintain standards over two years, potentially extending to five.

Think about staffing, vehicle maintenance and route optimisation.

How will you cover staff absences or unexpected increases in waste volume?

This is where many suppliers fall short.

Consistency is what Yorwaste will be looking for.

One thing I'd keep reminding myself

At the heart of this tender are the communities of North Yorkshire.

Every decision affects them.

I'd keep asking: "How will this impact the people and environment in North Yorkshire?"

Let that guide your response.

Common mistakes

Avoid submissions that:

  • Fail to address the specific needs of each geographical lot
  • Rely solely on pricing without demonstrating quality and reliability
  • Lack evidence of past performance and reliability
  • Overlook the need for flexibility in handling variable waste volumes
  • Ignore the importance of contingency planning
  • Fail to show how you'll integrate with Yorwaste’s existing operations
  • Do not provide a clear plan for maintaining service consistency over the contract term

My Final Thoughts

Yorwaste is looking for more than just a haulage service.

They want a partner who will help them maintain their critical waste management infrastructure.

The contract is valued at £7,135,000 and spans from 31 March 2027 to 31 March 2029, with potential extensions to 2032.

This shows the importance of a long-term commitment.

Remember, each lot is awarded independently, so tailor your response to the specific needs of each area.

Quality and reliability will likely weigh heavily in the decision-making process.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
