A practical guide to understanding what the buyer really wants and how to build a winning response.

Don't Overlook the Biodiversity Angle

Yes, this is about maintaining grass verges.

But Newton Abbot Town Council is looking for more than just neat edges and trimmed grass.

They're looking for a partner who understands the importance of biodiversity and can work with the community to enhance it.

The contract covers a wide area—approximately 112,797 square metres across 358 mapped areas in 20 locations throughout Newton Abbot. Your services will include six scheduled grass cuts per year, litter picking, strimming, vegetation management and the maintenance of highway visibility splays.

But don't forget the wildlife verges. They require a different approach to support the Council's biodiversity objectives.

Think About Safety First

Safety isn't just a box-ticking exercise here.

It's a core component of the service.

The Council expects all works to comply with relevant health and safety legislation and Chapter 8 traffic management requirements.

If I were evaluating bids, I'd be looking for clear evidence of your commitment to safety.

How will you ensure your team is fully trained?

What procedures do you have in place to manage risks on busy urban roads?

Pay Attention to What They Say

The Council is clear about their priorities.

They want a "high-quality, responsive and environmentally responsible service."

That means a one-size-fits-all approach won't cut it.

Your bid needs to demonstrate how you will tailor your service to meet the specific needs of each location, especially those designated as wildlife verges.

The Council also expects you to use their Civic.ly asset management system. Make sure you explain how you'll integrate this into your operations.

Remember the Community Involvement

This isn't just about cutting grass.

The Council wants a contractor who can work with local community groups involved in managing certain grassed areas.

If I were writing this tender, I'd highlight past experiences where I've successfully collaborated with community groups.

What initiatives have you been involved in that show your commitment to community engagement?

Show How You'll Manage the Whole Term

Consistency is key.

The Council needs assurance that you'll maintain high standards throughout the contract term, which runs until March 2028, with the possibility of extension to 2030.

How will you handle staff absence or equipment failure?

I'd want to see your plans for maintaining service levels under all circumstances.

Evidence Always Beats Promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

If you have evidence, use it.

  • Case studies of similar projects
  • Testimonials from previous clients
  • Data showing your safety record or environmental impact

That's what I'd build my submission around.

Environmental Responsibility Isn't Optional

In this tender, environmental responsibility isn't a buzzword.

It's a requirement.

The Council is looking for a contractor who can deliver an "environmentally responsible service."

How will you reduce your environmental impact?

Consider your plant and equipment choices, waste management practices and how you'll manage the wildlife verges to enhance biodiversity.

Common mistakes

Avoid submissions that:

  • Fail to address the specific biodiversity requirements of the wildlife verges
  • Overlook the need for compliance with health and safety and traffic management requirements
  • Ignore the Council's need for integration with the Civic.ly asset management system
  • Lack evidence of past community engagement efforts
  • Don't provide clear plans for managing the contract over its full term
  • Offer generic responses that don't show an understanding of the local context
  • Make promises without backing them up with evidence

My Final Thoughts

Newton Abbot Town Council isn't just buying grass cutting services.

They're looking for a partner who can maintain safety, appearance and biodiversity in the town's verges, while engaging responsibly with the community.

The contract is valued at £130,000 and runs from March 2027 to March 2028, with a possible extension to 2030.

Quality matters here.

Your written submission needs to stand out and show that you understand the Council's priorities.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
