A practical guide to understanding what Birmingham City Council really wants and how to build a winning response.

You’re not just delivering services, you’re shaping futures

The biggest thing in this tender isn't the services themselves.

It's what those services are meant to achieve.

Birmingham City Council isn't just looking for someone to deliver youth services.

They want partners who can truly connect with young people and make a difference in their lives.

This framework covers a range of interventions aimed at preventing and reducing serious violence among young people.

It's all about early intervention, targeted support and specialist provision.

Think about the long-term impact

This isn't just about what you can do in a week or a month.

It's about the sustained impact you can make over time.

Birmingham City Council is building an Open Framework under the new Procurement Act 2023.

This means it will reopen at least once during its term, allowing new suppliers to join or existing ones to update their offerings.

If I were in your shoes, I'd be thinking about how I can demonstrate long-term impact.

Not just ticking boxes.

Don’t just promise, prove it

One thing I noticed when I worked in the public sector was that promises were everywhere.

Proving them was rare.

If you have evidence of successful interventions, now's the time to show it.

  • Case studies of past successes
  • Testimonials from young people and families
  • Data showing reductions in violence or improvements in wellbeing
  • Awards or recognitions in the sector

Evidence always beats promises.

Pay attention to what they say

Birmingham City Council is clear about what matters to them.

They've set a value of £660,000 for this framework.

They're not just looking for the cheapest option but for quality and impact.

This is about safeguarding children and young people from harm.

That’s a big responsibility.

I'd make sure every part of my response reflects that focus.

You’re competing for a place, not a contract

This is a framework, not a direct contract.

Winning a place on this framework is a competition in itself.

The real win is getting on the list.

Once on the framework, work might come through direct awards or further mini-competitions.

Both are opportunities, but neither is guaranteed.

Show how you’ll make life easier for Birmingham City Council

Every service creates work for the client.

The best providers ease that burden rather than adding to it.

I'd want to show how my processes are designed to make the council's life easier.

  • Clear communication channels
  • Proactive issue resolution
  • Regular updates and reporting
  • Flexibility to adapt to changing needs

One thing I'd keep reminding myself

This is about real people.

Real young people in Birmingham who need support and protection.

I'd keep that front and centre in my submission.

Every answer, every promise, every piece of evidence — I'd test it against this question:

"Is this genuinely going to improve their lives?"

Common mistakes

Avoid submissions that:

  • Overpromise without evidence
  • Focus only on price without demonstrating quality
  • Ignore the framework’s Open nature under PA23
  • Fail to demonstrate a clear understanding of the local context
  • Lack clear examples of past success
  • Don’t address the long-term impact
  • Assume work is guaranteed once on the framework

My Final Thoughts

Birmingham City Council is looking for partners, not just providers.

They want to see that you can deliver quality youth services with measurable impact.

The framework is valued at £660,000 and it's an Open Framework under the Procurement Act 2023.

This means the council can reopen it during its term, allowing new suppliers to join.

Your written submission must reflect this focus on quality and impact.

Winning a place on the framework is the first step.

The real work begins with the call-off contracts.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
